Williams County Commissioners Hear All Bids For Kunkle Wastewater Project

Engineering Department, Dan Clum and Cody Frey, met with the Williams County commissioners at the Monday, November 2, 2020 meeting, in regards to Bid Opening for the Kunkle Wastewater System improvements.

The first Bidding for Division A had eight bidders:

  1. Salanbein Trucking and Excavating out of Dundee Michigan;  Bid Bond – United Fire and Causality Co.; Bid amount $2,975,889.50
  2. Underground Utilities out of Monroeville, Ohio; Bid Bond – Cincinnati Insurance Co.;  bid amount $2,117,504.00
  3. Hildebrand and Sons Construction out of Millbury, Ohio;  Bid Bond – Travelers Casualty Insurety Co. of America;  bid amount $2,658,286.90
  4. Vernon Nagel, Inc. out of Napoleon, Ohio;  Bid Bond – Employers Mutual Causality Co.;  bid amount $2,325,011.50
  5. Miller Brothers Construction out of Archbold, Ohio;  Bid Bond – Hartford Fire Insurance Co.;  bid amount $2,997,809.80
  6. Helms and Sons Excavating out of Findlay, Ohio;  Bid Bond Ohio’s Farmers Insurance Co.;  bid amount  $2,589,846.15
  7. Dunigan Brothers, Inc. out of Jackson, Michigan;  Bid Bond – Western Surety Co.;  bid amount $3,524,724.40
  8. Bryan Excavating out of Bryan, Ohio;  Bid Bond – Atlantic Specialty Insurance Co.;  bid amount $2,355,574.00

All bidders acknowledged Addendum 1, 2 and 3.  Commissioner Lew Hilkert stated that the Engineer’s office would review those and put them up on the Engineer website and Clum said that he hoped to have the bid tabs up that day or the next.


The second Bidding for Division B, Wastewater Lagoons, also had eight bidders:

  1. Mark Schaffer Excavating and Trucking out of Norwalk, Ohio;  Bid Bond – Cincinnati Insurance Co.;  Base bid amount $1,137,569.37 and Bid for Additive Alt 1- $150,000
  2. Salenbein Trucking and Excavating out of Dundee, Michigan;  Bid Bond – United Fire and Casualty Co.;  Base Bid amount $1,637,185 and Bid for Additive Alt 1 – $260,773
  3. Hill’z Excavating out of Wayne, Ohio;  Bid Bond – Ohio Farmers Insurance Co.;  Base Bid amount $1,307,731 and Bid for AA1 $109,185
  4. VTF Excavation out of Celina, Ohio;  Bid Bond – Ohio Farmers Insurance Co.;  Base Bid amount $1,196,230.75 and Bid for AA1 $168,000
  5. Vernon Nagel, Inc. out of Napoleon, Ohio;  Bid Bond – Employers Mutual Casualty Co.;  Base Bid amount $938,275 and Bid for AA1 $199,500
  6. Miller Brothers Construction out of Archbold, Ohio;  Bid Bond – Harford Fire Insurance Co.;  Base Bid amount $1,076,013.64 and Bid for AA1 $134,988.33
  7. Helm and Sons Excavating out of Findlay, Ohio;  Bid Bond – Ohio Farmers Insurance Co.;  Base bid $1,283,525.25 and Bid for AA1 $198,805.55
  8. Bryan Excavating, LLC out of Bryan, Ohio;  Bid Bond – Atlantic Specialty;  Base bid amount $1,137,700 and Bid for AA1 $144,700

All bidders acknowledged Addendum 1 and 2, and Commissioner Hilkert stated that these also would be put on the Engineer’s Site.

In a third session, that day, the Commissioners heard from Dennis Miller, Austin Serna and Liz Keel from Maumee Valley Planning Organization concerning bids for the Health Department ADA Ramp.  Serna explained that this was for the Program Year RLF Waiver Williams County Health Department ADA Ramp Project. The engineers estimate was $24,400 and Keel, via phone, was assisting him with information.


Keel was present with a representative from Schimmoeler Construction out of Kalida, Ohio and they opened the bidding with no addendum, for $26,170.  Commissioner Hilkert acknowledged that MVPO would review that and send it as a recommendation and Keel responded affirmatively.

In General Session, during regular business, the commissioners voted to approve:

  • Resolution 317 Supplemental Appropriations on behalf of Williams County Commissioners in the amount of $1932;  Engineer;s Office $5200 and $124;  Title Department $900
  • Resolution 318 Approving transfer of funds for WC Job and Family Services as follows:  $6161 TANF (PRC) from Public Assistance to Public Children Service Agency and $75 TANF (Kinship) from Public Assistance to Public Children Services Agency to reimburse Direct Costs from July through September for TANF purpose 1
  • Resolution 319 Approving transfer of funds for WC Job and Family Services as follows:  $7293 TANF from Public Assistance to Child Support Enforcement Agency to reimburse RMS activity from July through September 2020 for TANF Purpose 2
  • Resolution 320 Transfer for WC JFS as follows:  $522.04 Public Assistance Fund to the Public Children Services Agency
  • Also Signed:  Credit Card Appropriations on behalf of WC Recorder for the month of November, 2020 and Special Purpose Flood Damage Reduction Resolution Williams County, Ohio as submitted by MVPO
  • Minutes of October 29, 2020 and payment of bills
