Williams County Commissioners Hire Darrell Moore As New Hillside Director

A resolution employing Robert Darrell Moore (known as Darrell Moore)  as Executive Director for Williams County Hillside Country Living effective January 4, 2021, was passed by the Williams County Commissioners at the Monday morning, December 21 meeting.

Commissioner Lew Hilkert explained that they had been negotiating with Moore and were now prepared to pass the resolution to hire him. He will assume his duties beginning January 4, 2021 and his salary will be $118,000 per year.

The current director, Donna Sprow, will move to the position of Transition Consultant for a thirty day period, or longer if needed.  They also approved a payroll change for Sprow to move her from Director to Transition Consultant also effective January 4, 2021.

The meeting began with an Executive Session, with Fred Lord and Monica Gazarek, for the purpose of discussion for compensation of personnel under 121.22(G)(1).  It last from 9:33 – 10:09 and there was no action taken.


In regular business, the Commissioners voted to approve:

  • Resolution 386 Supplemental Appropriations on behalf of Commissioners, Communications, Engineer’s office, Hillside Country Living, Juvenile Court and Title Department
  • Resolution 387 Entering into a contract between Williams County Department of JFS and Northwest State Community College
  • Resolution 388 Entering into a contract between WC JFS and Northwest Ohio CASA for lease of office space
  • Resolution 389 Entering into IV-E Contract between WC JFS and The Marsh Foundation
  • Resolution 390 Entering into a Lease Agreement between WC Commissioners and WC JFS
  • Resolution 391 Approving 2021 Program Year Funding Award dedicated to older Americans act programs on behalf of WC Department of Aging
  • Resolution 392 Approving Bryan Area Foundation Grant Application for Disc Golf at Opdycke Park
  • Resolution 393 Entering into a contract between WC JFS and Bed Brigade of Williams County, Inc.
  • Resolution 394 Entering into Memorandum of Understanding for Children’s Residential Placement at Ohio Teaching Family Association on behalf of WC JFS
  • Resolution 395 Approving Ohio EPA Water Pollution Control Loan Fund Agreement between Williams County and Ohio EPA/Water Development Authority for WPCLF principal forgiveness loan for Kunkle Sewer Project
  • Resolution 396 Supplemental Appropriations regarding 2020 Appropriations modifications to reduce the 2020 appropriations
  • Also Signed: Term Sheet for Kunkle Sewer Project;  Certificate of Substantial Completion for Williams County Tower Project;  2020 Update for Asset Retirement Obligations Due Diligence from AMP
  • Minutes of December 17, 2020 and payment of bills

Another Executive Session was held at the request of IT Department head Jeremy Suffel, for discussion of security matters.  The session went from 10:50-11:08, with no action taken.

The meeting adjourned at 11:51 a.m.
