The Williams County Commissioners convened for their regular meeting on October 28, 2025, inside the Commissioners’ Session Room.
The meeting began with the call to order at 9:00 a.m., with Vice President Scott Lirot and Bart Westfall in attendance. The agenda was approved with no corrections. The payment of bills was passed with no discussion.
The meeting then moved into a series of business items. Transfer appropriations were approved on behalf of the Department of Developmental Disabilities, the Commissioners’ Office, the Engineer’s Office, Hillside Country Living, Job and Family Services (JFS), and the Prosecutor’s Office.
A resolution passed in a prior meeting was rescinded, involving a land transfer between the Village of West Unity and the county. It was noted that the village provided the wrong information and will resubmit the corrected figures soon.
An agreement to enter into legal services with Bricker Graydon LLP was approved at the request of President Terry Rummel.
They will offer counseling and assistance on an “as needed, if needed” level for various “Sunshine Law” matters, including public-records requests, public-records policy and training, and retention schedules. This is for the purpose of confirming the viability of claims and completing the overall process faster.
An addendum to the CCNO Community-Based Corrections Subsidy Grant Agreement was added on behalf of the Williams County Common Pleas Court. This adds an amount of $13,485, with a grand total coming to $830,652.00.
Additionally, a Walmart Business Pay by Invoice Application was approved on behalf of JFS.
For the North Annex Renovation, or Project 8-2025, a bid was awarded to Siebenaler Construction. Design Team Garmann Miller selected the company for their bid amount of $1,339,950. A pre-bid construction meeting will be held on Friday, October 31, 2025, at 1:30 p.m. at the North Annex. The contract is currently under review by the Prosecutor.
Fourteen permits to work within county/township right-of-ways were approved for Charter Communications.
With no further business, the meeting adjourned at 9:18 a.m. A site visit at the West Unity Senior Center was held at 11:00 a.m. following the session.
