Williams County Commissioners Officially Join State Of Emergency

WILLIAMS COUNTY COMMISSIONERS NOW HOLD MEETING VIA ZOOM…Terry Rummel feels this may save a lot of gas and travel in the future and be something good to come out of this terrible situation.


During the weekly meeting held on April 2, 2020, Williams County Commissioners explained that Williams County has already been in a State of Emergency ever since it was directed by Governor DeWine, but they needed to declare it officially and pass Resolution 123 stating so.

Besides making the county eligible for Potential Funding, it also allows them to hold Electronic Meetings and opens the possibility of various other ways to benefit the county. “It is redundant,” Commissioner Brian Davis pointed out, “because the State of Ohio is under a State of Emergency, so it is just simply being done in order to have access to that funding to help recoup our losses.”

The day began with an Executive Session, conducted on ZOOM, for the discussion of security arrangements and emergency response protocols. Also on the call were Rex Lawrence, Security; Katie Zartman, Prosecutor; Kellie Gray, Treasurer; Vicki Grimm, Auditor;  Patti Rockey, Recorder;  Todd Roth, Engineer;  Gary Mohre, Sheriff;  Karen Gallagher, Magistrate; and Judges Steven Bird and J.T. Stelzer. There was no action taken.

In the 9 a.m. session, Commissioners met with Dan Club from the Engineer’s Department concerning Bid Opening for Project #4-2020 – Norlick Drive with a Pre-bid estimate of $332,047.55.  The bids included: E&K Contractors (Toledo) in the amount of $317,182.97;  Vernon Angel Incorporated (Napoleon) for $340,385.50;  and Bryan Excavating (Bryan) for $297,865.50.  Commissioner Lew Hilkert assured Clum that they will be reviewed and posted o the Engineer’s website for acknowledement.

The Commissioners left for a Ditch Viewing of Ditch 740 – Dietsch Ditch and returned for further business at 11 a.m.  Resolutions which were approved included:

  • Resolution 109 – Supplemental Appropriations for Commissioners  in the amount of $3,489.45;  Common Pleas Court for $100;  Engineer’s Office for $12,366.14;  and Juvenile Court Computer Fund for $10,903.
  • Resolution 110 – Authorizing and Directing the President of the Board of Commissioners to submit a fiscal year 2020 residential public infrastructure program grant application for small cities community development block grant program to the Ohio Department of Development.
  • Resolution 111- Entering into an Anti-Displacement and Relocation Assistance Plan (with the Ohio Department of Development for Williams County) for a Public Infrastructure Program Grant for Small Cities Community Development Block Grant Program
  • Resolution 112 – Appointing Members to the Airport Authority Board (Scott Wyse for the remainder of Mr. George Gardner’s term, and re-appointments for Aaron Herman and Kirk Vashaw for additional terms)
  • Resolution 113 Approving and Adopting the Families First Coronavirus Response Act Policy on Behalf of Williams County Job and Family Services
  • Resolution 114 – Advertising for Sealed Bids for Project 01-2020 – WIL-CR 14/CR27.210/0.00 (Asphalt paving CR R and CR G)
  • Resolution 115 – Entering into a Planned Maintenance Agreement (between WC Commissioners and Buckeye Power Sales to provide planned maintenance to the generator system at the East Annex building at a cost not to exceed $2.335 per year, with term of contract from May 31, 2020 through May 30, 2023)
  • Resolution 116 – Authorizing participation in the ODOT Road Salt contracts awarded in 2020
  • Resolution 117 – Approving amendment to 1992  memorandum of agreement
  • Resolution 118 – Approving Federal Grant Policies update
  • Resolution 119 – approving Grant Award Agreement ($10,903 grant to bring video conferencing up to date, allowing the discontinuation of a fee to CCNO for the technology that the commissioners have been using, saving almost $5000  per year.)
  • Resolution 120 – Approving memorandums of Understanding on Ultraviolet Germicidal Irradiation for N95 masks
  • Resolution 121 – Approving Maumee Valley North CHIP consortium partnership agreement
  • Resolution 122 – Approving Vehicle purchase and repair quote ($60,108.89) for EMS. (2016 CT4 Braun Ambulance with 57,000 miles, and an installed power cot, but a damaged box on the left hand side. Commissioner Terry Rummel  pointed out that the vehicle which would normally be worth around $200,000 is a great deal at this cost.)

  • Also Signed:  Special hauling permit #20-009 for Douglas E. Wilson, dba Wilson Excavating; Dog Warden weekly report for week of march 23-29, 2020; Dog Warden’s monthly report for month ending March 31, 2020;  Five year plan for Consortium of Northwest Ohio;  Title documents for new EMS ambulance;  Cover Sheet for project #1-2020 – Asphalt paving CR R and CR G;  Memorandum to elected officials regarding COVID-19 Health Crisis and Budget Guidance.

  • Sign and pay bills as submitted by Vicki Grimm, County Auditor

At 11:30, following a short recess, the commissioners met with Pat Hire from Clemens-Nelson in an Executive Session, “preparing for, conducting and reviewing union negotiations.”

At 11:50 they came out of Executive Session WITH ACTION:  Board voted to approve “the contractual agreement between the Williams County Commissioners and the Williams County Sheriff’s Office as represented by OPBA regarding a contract effective January 1, 2020 through December 31, 2022.
