Williams County Grand Jury Returns Indictments Against 17 Individuals

The Williams County Grand Jury convened on September 11 and returned indictments against 17 individuals facing a total of 36 charges. Those indicted include:

Anthony L. Arquette, 36, of Edon was indicted for non-support of dependents, a fifth degree felony. Arquette is accused of failing to support his dependents and being in arrearage in excess of $7220.74.

Elizabeth A. Berry, 39, of Pioneer was indicted for failure to appear as required by the court on a previous felony charge. The failure to appear charge is a fourth degree felony.

Aric W. Bradley, 31, of Auburn, Indiana was indicted for non-support of dependents. Bradley is accused of failing to provide support for his dependents and being in arrearage in excess of $22,101.81.


Shawn K. Ferguson, 41, of Alvordton was indicted for non-support of dependents, a fifth degree felony, and grand theft, a fourth degree felony. It is alleged that Ferguson failed to provide support for his dependents and is in arrearage in excess of $3891.67. It is also alleged that, between the dates of November 1, 2013 and March 31, 2018, Ferguson stole standing timber valued at $9705.68.

Stephanie V. Funkhouser, 40, of Hillsdale, Michigan was indicted for obstructing official business, a second degree misdemeanor, and escape, a second degree felony. Funkhouser is accused of obstructing a Montpelier police officer from performing his or her lawful duty on or about August 1. It is also alleged that, on the same date, Funkhouser broke or attempted to break detention by the Montpelier Police Department.

Christopher P. Gray, 43, of Bryan was indicted for aggravated possession of drugs, a fifth degree felony, and having weapons while under disability, a third degree felony. Gray is accused of possession or using methamphetamine on or about July 2018 as well as possessing a firearm while dependent on drugs or alcohol.


Robert L. Kendall, 45, of Bryan was indicted on a total of three counts including aggravated possession of drugs, a third degree felony; possession of cocaine, a fifth degree felony; and having weapons under disability, a third degree felony. It is alleged that Kendall possessed or used methamphetamine and cocaine on or about September 4 as well as that Kendall was carrying a firearm while dependent on drugs or alcohol.

Cody L. Koch, 24, of Alvordton was indicted for misuse of credit card, a fifth degree felony. It is alleged that Koch misused a credit card belonging to an elderly person on or about July 10, 2018.

Scott D. Laser, 41, of Montpelier was indicted for theft, a fifth degree felony. Laser is accused of depriving a West Unity resident of $2000 in cash on or about June 16.

Devin T. Meyers, 32, of Lima was indicted for non-support of dependents, a fifth degree felony. It is alleged that Meyers failed to provide support for his dependents and is in arrearage in excess of $17,391.71.


Nicole L. Newby, 19, of Bryan was indicted on two counts of aggravated vehicular assault, each a third degree felony. It is alleged that Newby caused physical harm to two individuals while operating a motor vehicle on or about May 25, 2018.

Kaleb G. Rose, 20, of Edgerton was indicted for obstructing official business, a fifth degree felony, and assault, a fourth degree felony. Rose is accused of obstructing an Edgerton Police Officer from performing his lawful duties as well as causing or attempting to cause harm to that officer on or about August 31.

Luke A. Rowe, 20, of Defiance was indicted for receiving stolen property, a fifth degree felony. It is alleged that on or about May 22, 2017 Rose took possession of $1027 in miscellaneous tools knowing that they had been obtained through theft.

Allen J. Smalley, 27, of Defiance was indicted for burglary, a second degree felony. Smalley is accused of breaking into a property in Edgerton for the purpose of committing a criminal offense on or about April 8, 2018
Justin W. Strawser, 26, address unknown, was indicted for misuse of credit card, a fifth degree felony, and theft from a person in a protected class, a fifth degree felony. It is alleged that between the dates of July 10, 2018 and July 25, 2018 Strawser misused a credit card and stole $106 cash from an elderly person.

Christopher D. Ulrich, 30, of Bryan was indicted on twelve counts of theft of drugs, each a fourth degree felony. It is alleged that between the dates of November 1 and 2017 and June 12, 2018 Ulrich stole hydrocodone/APAP tablets, hydrocodone/acetaminophen tablets, Tramadol tablets, Tramadol HCL tablets, Acetaminophen with Codeine tablets, Acetaminophen with Caffeine-Codeine Phosphate tablets, and Oxycodone tablets while employed by Walgreens Pharmacy of Bryan.

Daniel L. Yeich, 22, of Bryan was indicted for trespass in a habitation, a fourth degree felony. Yeich is accused of trespassing a residence in Bryan on or about August 21.

It should be noted that an indictment is merely an accusation, and that all criminal defendants are presumed innocent until and unless proven guilty in a court of law.
