The Montpelier Village Council convened in regular session on the evening of July 27.

Mr. and Mrs. Keith Lockhart asked Council about the payment plan revision.  Director of Finance, Kelly Hephner, stated they are still working on a solution that will be a good long term solution for everyone.  Councilor Dan Willis stated that they were told they would be called to get their input if a solution came up.

Councilor Dan Clum stated that it is a shame that the parade and Balloon Fest were rained out, as there was a very good crowd for the event.  Mr. Clum commended the Balloon Fest Committee, saying they did a wonderful job trying to get people to go home and get out of the weather.

Mr. Willis stated that the fire station looks wonderful with the new lighting, and the whole building looks very nice.

Village Manager Pam Lucas thanked the Council members who walked the parade and handed out the flags; and she also thanked all the employees who worked to get everything set up and ready for the Bean Days weekend.  Mrs. Lucas stated that the roof at town hall is looking very nice.  The Water Department will be flushing hydrants and conducting flow tests from Monday, August 3rd and completing them by August 14th.

Mrs. Lucas stated that a date and time for Trick or Treat needs to be set. Councilor Laura Gray moved and Councilor Jim Rockey seconded a motion to set the date and time for Trick or Treat as October 31, 2015 from 6pm – 7pm.  Mrs. Gray stated that there will be Trick or Treat at the Main Street Park that night.  The committee is working on the details. The committee is going to try to supplement treats since there were so many people, nearly 700,  in attendance last year.

Mrs. Lucas presented Change Order #5 for the Airport Substation Expansion Project from FET Construction Services, LLC for an increase of $1,212.31 for the installation of bottom tension wire on fencing. Supervisor of Administrative Services, Kurt Roan, stated this is the final change order and the last billing has been received to complete the project. Council approved the measure without dissent.

Resolution 1116, a resolution to amend appropriations for current expenses and other expenditures of the village during the fiscal year ending December 31, 2015, was approved under suspended rules of reading.

Mr. Willis stated that the official Grand Opening for Family Dollar is at 8am on August 8th. Councilor Nathan Thompson mentioned the Red Cross Blood drive being held on Wednesday, July 29, 2015 at the Williams County Veteran’s Memorial building from 2pm to 7pm.  Most of the appointment slots are filled, but walk-ins are welcome.

Council moved to go into Executive Session to discuss the acquisition of property, with no action taken upon return to regular session.
