NWOESC Board Recap For The Month Of February 2014

The following actions were taken by the Northwest Ohio Educational Service Center Governing Board at their regular meeting held February 25, 2014. The meeting was called to order at 7:00 pm by President Ron Crawford. All in attendance recited the Pledge of Allegiance. Mrs. Ann Lamb, Assistant Financial Officer was in attendance to take notes and call the roll.

 

•Appointed Mr. Ken Esterline treasurer pro tempore for assuming the duties of the treasurer during this regular Governing Board Meeting due to the absence of Dorthy Pietrykowski, CFO/Treasurer.

 

The following items were approved under the consent agenda format:

 

•Approved minutes of the regular board meeting held January 28, 2014.

 

•Approved Financial Transactions

-NwOESC to provide to Patrick Henry Local Schools, Home Instruction/Tutor Services for the period of 2/6/14-6/30/14

 

-Auditor of State, Local Government Services Section, to provide to NwOESC, Basic Financial Statement Compilation Services for the fiscal years ending 6/30/14 and 6/30/15.

 

-Junior Achievement of Northwestern Ohio to provide to NwOESC, 21st Century (Bryan City), Career Readiness, Service Learning, Financial Literacy and Youth Mentoring Services for the period of 1/1/14 – 6/20/14

•Approved motion to set the NwOESC Salary schedules and Migrant Salary schedules to reflect a 1% increase for the 2014-15 contract year as presented.

 

•Approved alignment agreements with the following districts to be in compliance with R.C. 3313.843:

Bryan City School District

Hicksville Exempted Village School District

Holgate Local School District

Liberty Center Local School District

Montpelier Exempted Village School District

North Central Local School District

 

•Approved annual service agreements with the following districts for the 2014-15 school year per R.C. 3313.845:

North Central Local School District

 

•Entered executive session at 7:47 pm to discuss the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or the investigation of charges or complaints against a public employee, official, licensee or regulated individual.

 

•Approved a three-year employment contract for Kerri A. Gearhart as Superintendent for the period of 8/1/14 – 7/31/17.

 

Reports/Discussion:

 

Mrs. Gearhart presented the following information:

• Nutrition Standards Report 2013-14 – State and Federal Guidelines regarding nutrition are being followed in our collaboration with the Northeastern Local School District to provide meals to the Independence Education Center campus.

 

• OSBA’s Regional Spring Conference – The Northwest Region Conference is set for Thursday, March 13th at 5:30 PM at the Vanguard-Sentinel Career and Technology Center in Fremont, OH. Mr. Baker will be attending.

 

• Franklin B. Walter Awards and Recognition Celebration – This program is set for Monday, March 10th at 6:30 to honor area students, teachers, and special education providers. Mrs. Dobbelaere and her committee have been working diligently on the planning of this event.

 

OSBA LEGISLATIVE LIAISON: Mr. Baker reported on the National School Board Association’s recent meeting in Washington, D.C., and serving as a representative for the 5th district with emphasis on career technical schools and ESCs. Meeting topics included funding for Title I and IDEA, as well as ESEA Reauthorization and the importance of local district representation. In other state news, the House and Senate continue to work through calamity day bill discussions. The testing window for the Ohio Achievement Assessments has been pushed back one week. The OGT testing window remains the same. OSBA’s legislative platform booklet was distributed.

 

OSBA STUDENT ACHIEVEMENT LIAISON: Mrs. Fritch reported on the Governor’s State of the State address held recently. Increased emphasis will be on vocational training for younger students, programs for at-risk youth, early childhood education standards, and tobacco cessation programs.

 

SUPERINTENDENT: Mrs. Gearhart reported that planning is underway for school year 2014-15 in regards to professional development, fall staff meeting, administrative conference, and bus driver trainings. An update was provided on the status of the Local Government Innovative Grant.

 

CHIEF FINANCIAL OFFICER: Mrs. Lamb reported that the Business Office has been busy with daily operations. Information and reminders about 2013 Financial Disclosure Statements were distributed.

 

DIRECTOR OF SPECIAL EDUCATION: Mrs. Gilliland reported that supervisors are in the process of staff observations, walkthroughs, and evaluations, including those being evaluated with the OTES model. Trainings are being held on changes to providing prior written notice in special education. Clarification is being provided on the Ohio School Medicaid Program parent notification and consent process. Staff are being trained in Positive Behavior Interventions and Supports (PBIS) through our State Support Team Region 1.

 

DIRECTOR OF PLANNING, CURRICULUM AND PROFESSIONAL DEVELOPMENT: Mrs. Dobbelaere reported on the successful internship partnership with BGSU. Planning for the Franklin B. Walter Celebration is in full swing. Consultants are working with districts on professional development, hosting teacher talks and principal meetings, and planning and coordinating county events such as quiz bowls, music fests, spelling bees, and Summer Honors Academy. Trainings continue on World Languages and the Electronic Teacher and Principal Evaluation System (eTPES). A study group was initiated to assist teachers in preparation for the Praxis Reading Test, an option for Third Grade Reading Guarantee credentialing.

 

•As all of the business of the evening was complete, meeting adjourned at 8:30 pm. The next regular meeting will be held Tuesday, March 25, 2014 at 7:00 pm at the NwOESC office located at 205 Nolan Parkway, Archbold, OH.
