Council took a step toward the closing down of the capital project at the Industrial Park North with the passage of Ordinance #59-2020, providing for the transfer of funds for the month ending December 31.
The measure allows for a transfer from the 1/2 Percent Income Tax Fund to the Industrial Park North Project Fund for $24,493; a transfer from the Industrial North Project Fund of $850 to the 525 Water Capital Reserve Fund, and a transfer from the Industrial Park North Project Fund to the 1/2 Percent Income Tax Fund of $1,293.72, for a total transfer amount of $26,636.72.
Council approved Ordinance 60-2020, a measure approving the conditional use in a C-3 zoning district for a church or other place of worship, specifically Dad’s Place at 226 South Main Street.
Zoning Administrator Andy Waterston reported that on December 7, the Planning Commission voted unanimously to recommend the conditional use approval for the church, stating, “They cleaned up their building code issues, and are good to go now.”
The adoption of Ordinances 61 and 62-2020 authorized Mayor Carrie Schlade to enter into contracts on behalf of the Bryan Fire Department for mutual aid or fire protection services for calendar year 2021 for Jefferson Township ($13,026.00), and Pulaski Township ($29,800.00).
Council approved Ordinance #63-2020, providing for an appropriations request for $100,000 for the Health Insurance Fund, and Resolution #39-2020 providing for the partial repayments of interfund cash advances previously authorized by Council in April.
The repayments are $42,360.84 from the Industrial Park North Project Fund to the 1/2 Percent Income Tax Fund, and repayment of $6,866.16 from the Industrial Park North Project Fund to the Water Fund. The total amount of repayment requested was $49,227.
Council approved a building permit for Nihart Enterprises LLC. The permit allows for the construction of a 708 square foot storage building on an existing foundation at 502 North Walnut Street, which is zoned I-2. Siebenaler Construction will be doing the work, and the cost for the project is 25,000.
Council moved to approve a name change on an already existing liquor permit. “This is actually not changing as far as the liquor permit goes on the location,” said Mayor Schlade.
“There was an ownership change between Bill’s One Stop and Jack’s Corner Market. All they’re really asking is that it get into the right owner’s name on the liquor permit to bring into the store that already exists.”
Council agreed to an employment status change to move Gary Hussey from probationary vehicle operator status to regular employment status. Council also agreed to extend the probationary Recycling Department vehicle operator trainee status of Lenix Sands an additional six months until June 16, 2021.
