No one from Valleywood Golf Club was present for the Swanton Village Council meeting, at which a public hearing was held concerning them, but the hearing went on as scheduled.
Village Administrator Rosanna Hoelzle gave a complete description of the situation, saying that it was determined that Valleywood needs to be paying $67.84 per month for the impervious areas at their address on Airport Highway.
The charge has nothing to do with water or sewer charges, just for stormwater. With no one contesting what she offered as a solution to the problem,
Council agreed that it sounded reasonable and voted to approve a motion that Valleywood should pay what the administrator had determined.
Council voted to approve the March 22, 2021 minutes and reports from Water and Sewer Committee and the Finance Committee. In Old Business they approved the Third Reading of a Resolution authorizing the Village Administrator to submit an application to participate in the Ohio Public
Works Commission (OPWC) State Capital Improvement and or Local Transportation Improvement Program and to enter into any agreements as required for Crestwood Road Improvements. In New Business, they approved:
-First Reading of Ordinance to Proceed with Assessments for Leaf Collection
-First Reading of Ordinance to proceed with Assessments for Street Lights
-Suspended Rules of First Reading of Ordinance and Approved Supporting and Joining the Toledo Regional Chamber of Commerce in strongly urging the US Postal Service to consider returning mail processing operations to its sorting facility in Toledo, Ohio
In her report, Administrator Hoelzle informed council:
-As of April 7, the Ohio Dept. of Health reported 2,064 new Covid 19 cases. Also, since that report, hospitalizations were nearly double the 21 day average. She continues to monitor the data and recommends continued face masks and social distancing.
-The Planning Commission considered and approved a fence for Scottdel and approved a variance for a fence at 113 Crabapple
-Brush pickup began on April 5 and will continue weekly until May when it will go to monthly pick up.
-Water shut offs occurred on April 5 with six shut off
-PLEASE DO NOT FLUSH “flushable” wipes as they are “wreaking havoc on the wastewater collection system
-The Maumee Municipal Court Annual Report is available in the Admin office
-They are on Phase 2 of the Meter update to AMI and hope to have it done by June. 1,337 meters will be replace.
Those included in this phase will receive a postcard to schedule an appointment to have their meter replaced.
-Other items mentioned were Crestwood and Woodside Roads, Beard Pavillion at Memorial Park and Safe Routes to school
Fiscal Officer Jennifer Harkey reported that Mr. Randall Trash has successfully completed the Firefighter 1 Course and requested that his wages be increased to $15 an hour effective April 18, 2021.
All who live in Swanton should have received the Village Voice that gives more thorough updates on all that is going on in the village.
Fulton County Commissioners Jon Rupp and Joe Short were present as guests at the Council meeting and Mayor Neil Toeppe asked them to share with council whatever they would like to share.
Commissioner Rupp said they are doing many of the same things that Swanton finds themselves doing.
They spoke about what the next COVID money can be spent on and what their hopes are for it.
Working on EMS contracts, looking at a central station out by the airport if the levy passes with a full time unit, projects with Maumee Valley planning and other items were mentioned.
Commissioner Short said that he greatly appreciates how helpful the Swanton Village Administrator has been in gathering information concerning projects on which they are working.
Other information: Bulk Drop off Day is scheduled from 8 a.m. to 2 p.m. on Saturday, May 8 at 219 Chestnut Street. This is just in time for the
Annual Clean Up deadline for yards, lots, premises and structures, which is May 10th this year. Mosquito spraying is tentatively scheduled to begin the first week of June.
The next Swanton Village Council is scheduled for May 10, 2021 at 7 p.m.
