The Delta Village Council held their meeting on Monday, September 20th at 5:30 p.m. The meeting was called to order followed by the Pledge of Allegiance and a Prayer.
Council members Johnson and Tanner were absent. A motion was made to excuse each of them which was approved. Council then moved to approve the minutes from the September 13th meeting which was also approved.
Council then heard from members of the public wishing to address council with Carol Donaldson going first.
Carol wished to thank the members of council and the Village Administrator for all of the quick work that was done to get the water away from their basements. Mayor Wilton thanked her for coming and giving thanks to council.
Next was Beth Thomas from the Fulton County Health Department and HC3. Beth was present to speak with council regarding marijuana use with children in the county.
She stated that a survey is done with children in school every two years that shows the Health Department marijuana usage with children in the county. Last year the survey was postponed due to covid, but it will be getting completed by the end of this month. She also offered help to council in regard to creating an ordinance of some sort in regard to marijuana.
Following after, Mayor Wilton moved to read a letter received regarding flags being lowered. The letter stated that they had noticed that the flag was not lowered for the soldiers that were killed recently in Kabul or for September 11th and that he was very upset. Mayor Wilton stated that he is right to be upset if this was true.
The Village Administrator Mr. Peebles stated that he believed the flags were indeed lowered and that the only instance where he remembers it not being lowered was when the soldier from Erie County was killed and that was due to it being optional for all other counties other than Erie County.
Council then discussed the Village Trick or Treat night and decided that Sunday the 31st from 5:30 p.m. to 7:00 p.m. would be best. Trunk or Treat at the library should also be brought back this year.
Mr. Peebles then spoke to council regarding the sewer issue on Pelton Drive. The current system was put in over 50 years ago and is going underneath one of the residents where the pipes make a turn for the outlet of the system.
The problem with that is that it turns into a line that is flowing the opposite way which is what is causing the backup. At some point the whole system will need to be fixed but at the moment, crews will work to fix the issue with the flow now.
After hearing from Mr. Peebles, council then made a motion to approve the invoice payments for the Finance Director. With nothing to report from the Police Department or other committees, council moved on to Old Business.
A second reading for Ordinance 21-12 took place. The ordinance is in regard to the elimination of parking on Main Street between Wood Street and Madison Street. The ordinance passed by a vote of 3 to 1.
In New Business, the First Reading for Resolution 21-16 was heard regarding the establishment of a new fund. Due to two council members being absent, no emergency vote was able to be held.
Council was then only able to pass the first reading by a vote of 4 to 0. A First Reading for Resolution 21-17 was next regarding a renewal for the Police Levy. The Resolution was passed by a vote of 4 to 0.
Finally, the First Reading for Resolution 21-18 took place regarding authorization for the Village Administrator to execute agreements with certified oil company for the purchase of property located at 200 Main Street.
Following discussion, the resolution passed by a vote of 3 to 1. The next meeting will be held on October 4th, at 5:30 p.m. With no further actions needed, council moved to adjourn for the evening.
