PIONEER VILLAGE COUNCIL: Executive Session Yields Approval Of Utility Terms For AquaBounty Project

Pioneer Village Council held a special meeting at 7 p.m. on April 25, 2023. After the meeting was called to order, council went immediately into executive session.

After the executive session, council voted to approve the submission of an updated Public Utility Term Sheet to the Williams County Commissioners for approval.


This Public Utility Term Sheet set the parameters for utility and construction of water related infrastructure between the Village of Pioneer and AquaBounty Farms Ohio (AQB).

This infrastructure is being built to support AQB’s land-based salmon farm that is expected to cover approximately 83 acres of Pioneer land at 7 Kexon Drive.

Defined on this sheet are the responsibilities of AQB to the Village for utilization of water, as well as rights that the Village has to regulate this utilization.


After construction, AQB’s Utility Facilities are to be donated to the village, with AQB retaining ownership of all other project aspects.

These Utility Terms will later be incorporated into a much more in-depth Public Utility Construction, Donation, and Operation Agreement (PUCDOA) between AQB and the Village of Pioneer.

The Pioneer Village Council then adjourned their special meeting at 7:59 p.m.
