BRYAN BOARD OF PUBLIC AFFAIRS: New Operations Manager Selected

DUNNING … The Bryan Municipal Utilities Board of Public Affairs has selected Jimmy Dunning as their new operations manager.

The Bryan Municipal Utilities Board of Public Affairs met for a regular meeting on Tuesday, August 1st. The meeting began at 5:00 p.m. with the Pledge of Allegiance before the board moved to approve minutes from the July 11th regular meeting and July 17th Special Meeting.

With no members of the public present to address the board, members moved on to approve the Clerk Treasurer’s report which was given to each of the members. The following resolutions were then approved by the board.

Resolution 12-2023 to set the employee annual premium rate for health insurance for the period September 1st, 2023, to August 31st, 2024, and declaring an emergency.

Double digit increases were going to take place but were negotiated down to an increase of only 6.1%.


Resolution 13-2023 authorizing the donation of misc. no longer needed audio and video equipment to Bryan City Schools.

It was stated that, with the discontinuation of cable tv services, there are a lot of items that are no longer needed.

It was also stated that the Bryan City School will be starting a visual communications technology program and this equipment will help with that.


A request was then made to move Todd Stimpfle to regular employee status for the engineering department. This request was approved along with an additional request for payment of the bills.

A discussion then took place regarding an advertisement for the HR Director’s position. The board then moved to enter into executive session at 5:21 p.m.

Upon their return at 5:39 p.m. the board moved to approve the transfer of Jimmy Dunning from the position of Water Superintendent to Operations Manager.


Approval was also given to put out an advertisement for the newly opened Water Superintendent position. The meeting was then adjourned for the evening.

Shortly after the meeting ended, a press release was issued regarding the selection of Jimmy Dunning as operations manager.

The release stated, “Bryan Municipal Utilities is excited to announce Jimmy Dunning as the new Operations Manager effective August 7, 2023. The Bryan Board of Public Affairs voted unanimously on August 1, 2023.”

“With nearly ten years of experience at Bryan Municipal Utilities, Jimmy brings a great deal of knowledge and experience to this role.”

“He currently holds an Ohio EPA Class III Water Supply License, certification from the California State University in Utility Management and serves on the Ohio American Water Works Association Northwest District Board as the Assistant Secretary Treasurer.”

“Jimmy began his utilities career as a water treatment plant operator, water treatment supervisor and water superintendent which has allowed him the opportunity to develop and enhance his understanding of the workings of Bryan Municipal Utilities and the City of Bryan.”


“Jimmy’s experience in utility infrastructure improvements, budget practices and regulatory requirements have equipped him with the ability to ensure that the organization continues to provide reliable and affordable utilities to the residents of Bryan.”

“His experience and dedication make him the ideal candidate to continue Bryan Municipal Utilities tradition of providing safe, reliable and affordable utilities,” said Board Chairman, Dick Long.

Jimmy is excited to begin this new opportunity and eagerly looks forward to working with the team at Bryan Municipal Utilities and the City of Bryan.
