SUBDIVISION REGULATIONS … Dennis Miller and the Williams County Regional Planning Commission attended a public hearing to discuss updated amendments to subdivision regulations.

The Williams County Commissioners held their regular meeting on Thursday, December 11, 2025, to pass a sizable number of resolutions and hold a public hearing regarding the Williams County Regional Planning Commission.
Held directly after a monthly meeting with Hillside Country Living, the meeting began at 10:00 a.m. in the Commissioners’ Session Room. Commissioner President Terry Rummel, Scott Lirot, and Bart Westfall were in attendance.
The minutes from the November 25, 2025, December 2, 2025, and December 10, 2025, sessions were approved, along with the presented agenda and payment of bills. No discussion was held.
Supplemental transfer appropriations were passed on behalf of the Williams County Airport Authority, the Board of Elections, Dog Warden, Engineer’s Office, Veteran’s Service Office, Victim’s Assistance (submitted by the Williams County Commissioners), and the Soil and Water Conservation District.
The Local Emergency Planning Committee (LEPC) members were officially approved with a two-year term limit from September 1, 2025, to September 1, 2027.
The bidding for Project 9-2025 was officially awarded to RG Zachrich Construction, Inc. for the bridge deck replacement on County Road 11.
Beating out two other bids, the county accepted the lowest bid offered by RG Zachrich Construction, Inc. at $870,322.51.
County Engineer Todd Roth commented that this project was 95% paid for through grant-related funds.
Two agreements were entered into on behalf of Job and Family Services (JFS). The first, a contractual agreement with the Bed Brigade.
The Bed Brigade is a non-profit organization that focuses on providing beds for individuals in need, centered around Columbus, Ohio.
For a total not to exceed $5,000, the one-year term spans from January 1, 2026, to December 31, 2026.
The second, a subgrant agreement, was approved with the Northwestern Ohio Community Action Commission, Inc. (NOCAC). The total is not to exceed $35,000, and it also has a one-year term limit of January 1, 2026, to December 31, 2026.
An additional agreement was approved on behalf of the Williams County Engineering Department with RailPros Field Services, Inc., to provide construction monitoring and flagging services.
The county engineer indicated that this pertained to the ongoing Alvordton project, specifically the pouring near the southwest railroad tracks.
Commissioners moved to approve the re-appointment of Cheryl Casebere as Trustee for the Williams County Public Library for a four-year term. The term spans from January 1, 2026, to December 31, 2029.
Another resolution was passed, which entered into a contract with the City of Bryan for Fire Protection services.
The service will cover Hillside Country Living, Opdycke Park, and the Williams County Park Building. The aid will not exceed two years for coverage.
A transfer of land between the county and the Village of West Unity was officially approved and passed at the Thursday meeting.
This included an exchange of land to benefit the Wabash Cannonball Trail, for a total of 0.757 acres. This comprises Tract 1 (0.374 acres) and Tract 3 (0.001 acres) from one parcel, and Tract 4 (0.382 acres) from a separate parcel.
In exchange, the county will receive 0.195 acres from the Village of West Unity (Tract 2). The village had previously passed its own resolution authorizing the transfer and reserving an easement.
Nineteen right-of-way permits were signed and approved for work within county and township right-of-ways with Charter Communications.
A 2025 delinquent tax report for the Delinquent Tax and Assessment Collection Fund (DETAC) was also viewed by the commissioners.
Two requests for pay orders were made by the Maumee Valley Planning Committee (MVPO) for the HOME Grant and CHIP Grant.
Several items were held for discussion amongst the commissioners. Several potential appointments for the Area Office on Aging Board and Williams County Board of Developmental Disabilities were examined, but no final decisions were made.
A motion to switch the county’s insurance broker to Andres O’Neil and Lowe Insurance Agency was moved by Rummel and seconded by Lirot. While Westfall was the only commissioner to vote no, the motion passed.
At 10:30 a.m., a public hearing for the Williams County Regional Planning Commission was held. This was to adopt a series of amendments to subdivision regulations.
Dennis Miller of the MVPO updated the commissioners on the recent resolutions adopted by the committee, and they wished to see it formalized under the county commissioners.
The December 11, 2025, meeting was adjourned directly following an 11:00 a.m. executive session held with Kyle Brigle of the EMS. No action was taken afterwards.
