BRYAN BOARD OF PUBLIC AFFAIRS: Revisions Made To Employee Handbook

The Bryan Board of Public Affairs met on Tuesday, December 17th at 5 pm. After the Pledge of Allegiance was a roll call. All board members were present.

Chair Karen Ford, Vice Chair Annette Schreiner, Dick Long, Jim Salsbury, Bob Eyre, Jim Salsbury and Treasurer John Lehner, and Director of Utilities Derek Schultz and Bryan Mayor Carrie Schlade. Tricia Lyons from Human Resources and a few members from the community were also present.

The first agenda items were to approve the minutes from the December 2 Special Joint Meeting and the December 3rd regular meeting on the 19th. Motion to approve by Schreiner and seconded by Long.


Next were the semi-monthly disbursements and the clerk treasurer’s report with a motion to pay the bills. The motion was made by Schreiner and seconded by Bob Eyre.

Human Resources Employee Tricia Lyons asked the board to approve Resolution 30-2024, a resolution to adopt the revised City of Bryan Employee Handbook. Eyre made the motion to improve, which was seconded by Annette Schreiner.

Tricia Lyons presented Resolution 32-2024 – a resolution to adopt a new BMU compensation plan for non-bargaining hourly and salaried positions. Motion to approve by Eyre and seconded by Long.


Lyons also presented Resolution 34-2024 – a resolution to authorize the creation of two new internal positions in the utility office. One position would be office support and web and media duties.

The other position would handle vendor accounts and purchase orders. Motion to approve was made by Eyre and seconded by Schreiner.

A request for streetlight installation by petition on East Bryan Street. The request was approved by Long and seconded by Salsbury.


The board set the final BPA meeting for 2024 on December 30th at 11 am approved by Dick and seconded by Annette Schreiner. The meeting adjourned at 5:30 pm.
