Edon School Board Approves Fiscal Year 2016 Appropriations

In addition to addressing routine business, Edon Northwest Local Board of Education approved permanent appropriations for the District during its regular session held Tuesday, September 8, 2015. President Jamie Schaffter called the evening meeting to order with all members in attendance.

Also that evening, highlighted reports were presented to the Board as well:

Superintendent John Granger
•Shared he is very pleased with the smooth transition to the 2015-2016 school year; revised bus routes are working well.
•Stated committee meeting dates needed to be reviewed; adjustments will accommodate committees having completed projects or no new business to address as well as to arrange any initial committee meeting.
•Noted NWOCA is searching for a “rent-a-tech” employee to serve the District; the decision on a potential replacement is pending.
•Addressed the “Edon Area Livestock Auction Fund” as an option for Board and other community members to contribute to; donations will be used to support youth attending Edon Northwest Schools (or live in the District) for their involvement in 4-H and FFA and to reward them for their hard work and dedicated efforts.

Treasurer Bill Blakely
•Submitted his standard SM2 Report indicating revenues were up just over twenty-five thousand dollars and expenses up ten thousand, ninety-nine dollars for the same two-month period as last year. With a surplus for the month nearing one hundred twelve thousand dollars, the District is tracking fifteen thousand dollars better than a year ago. (Increased revenue is from property taxes received to date this fiscal year. Additionally, Districts are still awaiting State updates to foundation payments based on the new formula in HB64; this should occur in October or November.)
•Shared his two-day training to update the District’s five-year forecast has been very helpful; final preparations will be completed for next month’s approval.
•Stated approximately seventy days of cash is available in the general fund to operate the District if no further cash is generated. (The increased number of days since July can be attributed to real estate payments received by the District.)
•Noted the State has added two key components to the funding formula in HB64 ~ Transportation Aide and Capacity Aide; both have the flexibility, going forward, to be adjusted by the State and to target funding for small rural districts. (These pieces to the formula directly relate to busing expenses in rural districts as well as their challenges to raise funds.)


Buildings/Grounds/Transportation Committee
•Noted the west bus barn’s well pipe was repaired and pump replaced; work was completed by Mike Kaufman at a cost capped at fifteen hundred dollars. Additionally, sealed quotes for the northwest entrance concrete project will be reviewed by Superintendent Granger and Facility Manager Todd Muehlfeld prior to October’s meeting.
•Shared the taller flagpole from the “old school” was relocated to Leanne Field to fly the US Flag; the existing pole will fly the Edon Northwest flag.
•Learned all bus routes have been consistently established with 7:40 a.m. arrival times; this allows enough time for the breakfast program and getting to class by 8:00 a.m. Currently, the longest riding time for students is sixty-five minutes.

In action taken that night, Board members:
•Accepted, with thanks, Cash Donations from Edon Northwest Schools Parents Club ($75/food for staff/open house); AG Irrigation ($50/bleacher fund); Edon Northwest Music Boosters ($8,750/Washington DC Trip); various individuals ($50/Washington DC Trip); OhioPyle Prints ($9.61/Elementary Principal Fund; $9.60/High School Principal Fund) and Schoola ($28.36/Elementary Principal Fund).
•Accepted the resignations of Kody McClure as Technology Coordinator, effective August 31, 2015 and Emily Bockover as Fifth and Sixth Grade Girls Basketball Coach.
•Approved 2015-2016 Supplemental Contracts with Dawn Becker, Cathy Frastaci, Deb Gensler, Brenda Parrish, Pam Rupp, (Entry Year Mentors); Hannah Everetts, Amanda Pattyn, Christa Perry, Aubrie Ridinger, Taylor Scott (Entry Year Teachers); Abby Mohre (Substitute Pupil Transportation/Extracurricular Events Driver) and Brien Moore (Fifth and Sixth Grade Girls Basketball).
•Approved two additional hours per day for Abby Mohre as teacher aide as well as 2015-2016 school year employee salary scale advancement for Amanda Pattyn (BA to 150 hours).
•Approved 2015-2016 Tuition Rates: In-State ($3,011.20) and Out-of-State ($8,520.71).
•Approved a resolution seeking a Career-Technical Expansion Waiver.
•Learned the Labor Management Committee met August 26; discussions focused on OTES, 2016-2017 School Calendar, professional dress, professional development and superintendent classroom visits; OTES and school calendar discussions will continue at the next meeting on September 10.
•Approved minutes from the August 11 regular meeting and August 18 special meeting as well as August 2015 Financial Reports.
•Noted the Athletic Council would meet November 12.
The next regular monthly meeting of the Edon Northwest Local Board of Education will be held Tuesday, October 13, 2015 in the school’s Media Center beginning at 5:30 p.m.
