Adopting temporary appropriations for 2016 was part of the year-end agenda addressed by Edon Village Council during its regular session held Monday, December 21, 2015 at Village Chambers. Mayor Darlene Burkhardt oversaw her final meeting with members Roxana Nester, Duane Thiel, Dick Chapin, Chuck Bidwell, Gale Horn, Village Administrator Randy Mahlman, Fiscal Officer Heidi Bidwell and Solicitor Tom Thompson in attendance; not answering roll was Councilor Lee Lawrence.
Noting Village normal-operation expenses must be maintained ~ yet cannot legally be paid without proper appropriations ~ Council suspended the three-reading rule and passed Ordinance 12-15: An Ordinance Setting Temporary Appropriations for 2016. Amounts put into place until permanent appropriations are made include:

General Fund – $50,050
Street Fund – $8,000
State Highway – $300
Capital Improvement Fund – $30,000
Water Fund – $30,000
Sanitation Fund -$10,000
Sewer Fund – $75,000
Permanent appropriations are expected to be submitted for approval in February.
In other business attended to, Council:
•Voted to suspend the rules and pass on the second of three required readings Ordinance 09-15: Amending Chapter 185 of the Codified Ordinances of the Edon Village Municipal Tax Income. (Passage required before January 1, 2016 to comply with Ohio House Bill 5.)
•Voted to suspend the three-reading rule to pass Ordinance 13-15: An Ordinance for Mandatory Hookup to Village Sanitary Sewer and Declaring an Emergency.
•Was provided copies of Mayor Burkhardt’s open letter to Council, employees and Village residents as she closes her eight-year tenure as mayor of Edon; a timeline of highlights and accomplishments made in the Village during 2008-2015 was outlined as well. (See separate articles.)
•Heard Administrator Mahlman’s monthly report noting leaf collection is completed (remaining leaves for disposal need to be bagged; residents can place bags curbside or contact the Office for pickup); the street barn’s new door was installed; savings to 2015 Village expenditures included three thousand dollars in Wastewater Treatment Plant electrical costs; gasoline outlay for the Maintenance Department is now approximately forty-five hundred dollars ahead of last year and upcoming planned work schedules will cover winter maintenance of mowers, etc.; reading and installing meters along with continuing to locate and mark water shutoff valves. He also shared recent EPA Reports for the Village (previously received by Edon BPA); noted requirements have been taken care of; recommendations are being addressed as well (e.g. maintaining Wastewater Treatment Plant office hours at twenty/week).
•Heard Police Chief Tom Szymczak’s monthly detailed Service Log and Vehicle Report for November 2015. Additionally, he noted A.L.I.C.E. Program information was made available during last month’s Parent/Teacher Conferences at Edon Northwest Local Schools, Officer Esparza is now working shifts (FTO completed) and department officers have completed firearms qualifications and are all now certified.
•Was provided Ohio EPA Sanitary Sewer Survey for review.
•Accepted the Public Depository Agreement with The Edon State Bank Company from January 2, 2016 to January 2, 2018.
•Accepted the Financial Report, Bills and Minutes as presented.
The next regular monthly meeting of Edon Village Council will be held Monday, January 18, 2016 beginning at 7:00 p.m. in Council Chambers.
