Edon Village Council Meets In Regular Session

NEARING COMPLETION… Thiel Construction crew members took advantage of warm temperatures to complete the final phase of the 2012 Edon Village Hall Project. The newly-sided building houses two vehicle bays and storage areas for various Village departments.

Edon Village Council addressed a straightforward agenda during its regular session held Monday, November 19, 2012 at Village Hall Chambers. Mayor Darlene Burkhardt called the evening meeting to order with members Roxana Nester, Lamar Kline, Duane Thiel, Chuck Bidwell, Sam Steffes, Fiscal Officer Heidi Bidwell and Solicitor Tom Thompson in attendance; not answering roll was Councilor Dick Chapin.

In action that night, Council:

•Accepted the Minutes, Financial Reports and Bills as presented.

•Confirmed Mayor Burkhardt’s appointment of Chip Hulbert to Edon Board of Public Affairs; he will fill the unexpired term of former member Kyle Sapp (through December 31, 2013).

•Approved Chief Tom Szymczak’s recommendation to hire Cody Nelson of Montpelier as part-time patrolman at $9.21/hour (less than five years experience).

•Was updated on the approaching 2013 Manufacturing Expo by WEDCO coordinator Diamond Zimmerman. As a way to help promote and interact with local companies, Edon business owners were encouraged to join other exhibitors in making the event a huge success. She also noted Board appointments would be made after January 1; the Annual Meeting is set for March 6.

•Heard Chief Szymczak’s monthly Service Log and Vehicle Report. He also shared he had attended the 2012 Attorney General’s Law Enforcement Conference and had given a safety presentation for children attending Head Start; the department patrolled last month’s Trick or Treat Night activities (two units) and provided traffic detail for the annual high school homecoming “snake dance” as well.

•Learned from Street Department Superintendent Jim Brigle thirty-two of fifty catch basins were cleaned the week of November 11; salt for the upcoming winter months was delivered and November 21 is the final leaf pickup date for 2012. He also pointed out trees on eight Village properties need to be removed; he will secure quotes for next month’s meeting.

•Tabled action regarding revisions to Ordinance 1321.05 Provisions for Flood Hazard Reduction; with no further questions or comments from Council, an order will be readied for passage at December’s meeting.

•Heard the Verizon Communications Tower should be in service before the end of the year; complications with communications between the main station and shelter continue to be addressed.

•Was informed the parking/storage bays siding project was nearing completion.


•Learned reimbursement to complete sidewalks at Devin Hake’s were included in CDBG estimates (held off due to construction at the property); agreed to pay only concrete costs ($489.40).


•Voted to enter into Executive Session to discuss employee compensation and possible appointment of public personnel.

Upon returning to regular session, Council approved giving a fifty-dollar Christmas gift, as customary in recent years, to all full-time employees (4-0 vote with 1 abstention).

The next regular meeting of the Edon Village Council will be held Monday, December 17, 2012 beginning at 7:00 p.m. in Village Chambers.
