FAYETTE VILLAGE COUNCIL: Council Approves Emergency Appropriations, Employee Bonuses In Year-End Session

UPCOMING EVENTS … Fayette Village Mayor David Borer reads the list of events and activities happening throughout the town in the upcoming month.

The Fayette Village Council met on Wednesday, December 17, 2025, to review end-of-year business and rollovers.

In attendance: Mayor David Borer, Brittany Theis, Katie Colegrove, Brenda Shoemaker, Greg Gable, Suzette Boesger, and Kimberlee Priestap.


The council first heard from Police Chief Richard Bingham, who introduced Morgan Cox as a new part-time officer. Cox has four years of experience from serving on the Montpelier Police Department team.

The minutes from the November 17, 2025, session were approved alongside the Committee of a Whole minutes, held December 10, 2025.

Mayor Borer read a series of communications that village hall received, which included a letter from Camp Palmer.


They sent out an informational letter announcing they were accepting donations for various projects, including a potential nature center in the works.

Borer listed all of the various events coming to Fayette within the next month. This included Lions Club meetings, Garden Club meetings, library events, LifeWise Academy School dates, and activities held at the Family Life Center.

The administrator provided updates on the cybersecurity plan currently being put together, stating that he has “a comprehensive cybersecurity plan typed up and documented.”

He also noted that the resurfacing and re-widening of Gamble Road could possibly see setbacks into 2027. Held in partnership with the township, it’s likely to be “just a 2027 project.”


“With grant funding, the township wants to widen their end of it, so they have to move some catch basins and do ditch work. That’s going to stretch it out a little bit longer,” he explained.

The VFO report was also given by the administrator. A motion was held to schedule a special session on December 30, 2025, for a financial discussion before the new year.

The VFO mentioned that she had the budget prepared for the upcoming finance meeting, along with the employee license reimbursements.

Council proceeded with the reading and passing of Ordinance 2025-25, an emergency appropriation modification ordinance.

This modifies and approves the appropriation of monies for current expenses and other expenditures of the Village of Fayette for the fiscal year.

Mayor Borer says that this is for the purpose of transferring leftover money into different accounts for shortfalls.

At 6:33 p.m., council entered into executive session to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official. They returned at 7:00 p.m.

Upon returning, Boesger made a motion for end-of-year employee payouts.

“We are approving the payout amounts for the 40 hours as designated on exhibit one, and any excessive hours may be carried over into ‘26 – with the understanding that only up to 40 hours may be paid out in ‘26.

“Any excessive hours has to be used during the 2026 year, and any payouts will be prorated appropriately,” she said.

Mayor Borer thanked members Gable and Priestap for their service on council and welcomed the new members beginning their term in 2026. With no further business, the meeting adjourned at 7:03 p.m.
