The Fulton County Commissioners met for a regular session on Thursday, December 11, 2025. The meeting began with the Pledge of Allegiance, a prayer, and a roll call.
Following the opening of the meeting, the commissioners approved the minutes from the December 9, 2026, meeting and adopted the agenda for the day.
Attention then turned to county financial matters, including a review of the latest Fulton County investment report, which outlined the status of county funds and earnings.
The board also acknowledged an office closure notice from the Fulton County Treasurer’s Office. The notice stated the office will be closed to the public during the morning hours of January 2, 2026, with normal operations resuming at 1:00 p.m.
Several appropriation changes were approved next. The commissioners authorized increases to appropriations for multiple departments, including county share funding for regional planning, travel expenses for the treasurer’s office, and increased county share for agricultural expenses tied to a farm lease joint board adjustment.
Additional increases were approved for electric utilities at the Health Department, Detwiler, and the Fulton County Airport.
Transfers between line items were also approved across several departments, including adjustments within real estate, Job and Family Services, Child Support Enforcement Agency, public assistance, Western District Court, and the Engineer’s Office to properly align funds for workers’ compensation, health insurance, court-appointed attorney expenses, bridge materials, and other operational needs.
The commissioners then approved an agreement on behalf of the Fulton County Senior Center with Fayette Methodist Church for use of the Family Life Center as a Senior Citizens Satellite Center during 2026.
The agreement allows the Senior Center to use the facility on Mondays, Wednesdays, and Thursdays from 9:00 a.m. to 2:00 p.m., with a monthly payment of $650.00. The contract term runs from January 1, 2026, through December 31, 2026.
Next, the board approved oversight of Amendment 2 to an agreement with the Ohio Teaching Family Association for Title IV E services. The amendment increases the agreement amount by $30,000.00 and establishes a beginning date of January 1, 2025.
The commissioners also approved legal notice and authorized advertisement for payroll services for Fulton County Workforce Development and the OhioMeansJob Center Fulton County.
The resolution allows the county to proceed with advertising, setting deadlines for questions and bid submissions, and scheduling a public bid opening meeting.
Commissioners also authorized the Board President to execute additional PY25 funding before entering into an executive session.
As a reminder, county offices will be closed on December 25 and December 26 for Christmas, will close early at 12:00 noon on December 31, and will be closed on January 1 in observance of New Year’s Day.
