FULTON COUNTY COMMISSIONERS: Commissioners Hear Board Of Developmental Disabilities Budget

The Fulton County Commissioners met for their regular session on Tuesday, November 4, 2025, at 9:00 a.m. The meeting began with the Pledge of Allegiance, followed by an opening prayer and roll call, with all commissioners present.

Commissioners first approved the minutes from the previous meeting before moving to accept the day’s agenda with minor amendments, including updates to contract numbers associated with upcoming financial agreements.

They then approved the payment of bills and reviewed appropriation requests submitted by various county departments.

A series of financial items followed. The board authorized a payment to Wessler Engineering for work related to the Pleasant View Wastewater Treatment Plant project, approved several depository agreements, and entered into a professional services agreement with Maximus Services. Each motion carried without opposition.

Next, the commissioners held a budget hearing with the Fulton County Board of Developmental Disabilities.

Director Robin Shepard presented the proposed 2026 budget, explaining that projected expenses will exceed anticipated revenue because the agency plans to use its existing carryover balance to reduce the need for new collections.


Shepard also informed commissioners that the Board of Developmental Disabilities intends to recommend a rollback of its one point six mill levy. Commissioners expressed appreciation for the presentation and discussion.

Later in the morning, the board briefly recessed before entering executive session to discuss the discipline of a public employee as permitted under Ohio Revised Code section 121.22(G)(1). The session concluded with no action taken.

With no further business to come before the board, the meeting was adjourned.
