During the April 1, 2021, Thursday morning meeting of the Fulton County Commissioners, the following were approved:
-Minutes of March 30, 2021, agenda for present meeting
-Increase and Transfer Appropriations for Various Departments
-Resolution 2021-239 Authorize Participation in the ODOT Road Salt Contracts Awarded in 2021
-Resolution 2021-240 Enter into Contract 2021-42 with CCAO for Workers Compensation Group Retrospective Rating Plan Agreement
-Resolution 241 Enter into Intergovernmental Cooperation Agreement 2021-43 with York Township for County Road 10 Improvements
-Resolution 242 Approve Amendment #2 to Rental Agreement 2017-44 with Ohio BMV
-Resolution 243 Approve Payment #1 – Final for Contract 2020-93 with Greystone Construction for Salt Storage Building
-Resolution 244 Award Bid for Bridge 10-2M.3 Replacement
-Purchase orders and travel requests
The Final Ditch 2141-Myers hearing was held with Rod Creager sharing info. “A single ditch petition was filed by Craig Myers in 2019, proposing a single 24 inch drainage outlet pipe, abandon both old clay tiles, new catch basins as needed one basin, install parallel header tiles to connect existing lateral drains – new tile would follow closely to the current tile.”
Commissioner Joe Short asked what percentage over would this improvement be able to handle and Creager replied that it would not be much extra capacity. “if a new development happened to in, there would not be enough capacity to handle that.
For this project we are looking at a total cost of $159,884.12, as a one time assessment.” This would typically be assessed over five years to pay it on the taxes, according to Commissioner Jon Rupp. Creager gave them the two possible options for installation, one being that an excavator would be used and there would be a need for a stone bedding which would add $28,200 to the cost.
The second option would be using a Trencher, with no stone bedding, fewer compaction and a GPS controlled laser. He said he prefers the Trencher option for this project.
Approved by the Commissioners at the Tuesday, April 6 meeting, were:
-Minutes of the April 1,2021 and payment of bills
-Increase and transfer of Appropriations for Various departments
-Resolution 251 Join Toledo Regional Chamber of Commerce in Urging United States Postal Service to return Mail Processing to Toledo

-Purchase orders and travel requests
In other business the commissioners reviewed month end financials, Sales Tax report for March 2021 and the Treasurer to Auditor balancing report. Some discussion was held concerning the 2021 County Auction and it was agreed to start the planning process.
The clerk will contact the Auctioneer to obtain a couple of dates in September that would be available and report back to the Board.
