HOLIDAY CITY VILLAGE COUNCIL: Village Administrator Blair Campbell Appointed to the Jefferson Township Holiday City Visitors Bureau Board

The Holiday City Village Council met on September 21, 2023. Thursday night was winding down when Councilors Cooper Clark, Shawn Clark, Jodie Faunce, Chelsea Funk, and Jarrett Funk answered roll call at 7:09 p.m.

Also present were Mayor Pamela Clark, Fiscal Officer Laurie TenEyck-Rupp, and Village Solicitor Cara Wall.

First approved were the minutes from the August 17, 2023 meeting as presented before council passed Resolution 2023-11, which was an authorization to pay bills from purchase orders issued from June 8 to September 20, 2023. This resolution was declared an emergency before it was passed on its first reading.


Fiscal Officer Laurie TenEyck-Rupp then gave her report, which expressed uncertainty about future expenses, and noted that another transfer of operating funds may be needed in October.

TenEyck-Rupp’s report detailed the deposits for August at $858,144.81; expenses for August were $755,132.49; remaining balance was $3,000,939.36; interest on investments for August were at $19,170.14 in the sweep account and $901.02 in the Star Ohio account; Star Ohio investment balance was $194,579.81.

TenEyck-Rupp discussed upcoming conference attendance, noting that the treasurers’ conference will be the first one attended since the pandemic.


Village Solicitor Cara Wall reported on legal research currently being conducted, and Mayor Clark then mentioned manufacturing industry hiring issues, noting how students are being talked to in schools about the necessity of these positions.

Mayor Clark then discussed the Mayors’ Association meeting, where the EMS levy and misconceptions about EMS funding were discussed.

Most council members were taken aback when told that none of their taxes are currently being used towards EMS services.

Village Administrator Blair Campbell discussed Visitors Bureau outdoor activities and audit committee updates, his new appointment to the Jefferson Township Holiday City Visitors Bureau Board, and potential fireworks sponsorship.


The village administrator is waiting on paperwork from the developer of the subdivision to be signed before moving forward, and the security cameras need to be adjusted as they are blurry. The company is scheduled to come back to fix them.

Campbell shared that the internet needs to be set up at the village hall so they can access the security camera feeds remotely, half of the window treatment has been paid for, and the water tower is scheduled to be inspected this coming Wednesday.

With nothing further to address, the Holiday City Village Council voted to adjourn at 7:35 p.m.
