LYONS VILLAGE COUNCIL: Possibility Of Picnic Table Purchases Discussed

Mayor Andrea Gleckler called the March 7, 2022 Lyons Village Council to order at 7 p.m. Council approved the minutes, Financial report for the month of February, reading of the bills and suspended rules and approved appropriations.

In her Employee’s report, Village Administrator Tanya Lumbrezer reported that the village used 1,353,000 gallons of water in February.

She said that the Northeast Water district is having trouble with flow at that end of the county and the new water director has been in touch.

He was hoping to put in a bulk water plant, but has not been able to get property. Ohio Rural Water is scheduling to put smoke in the sewer system to find leaks.

The sheriff’s officer stopped by for the meeting, but after being informed that “our little problem was resolved” she listened a while and then left the meeting.

In committee reports, council member A.J. Call said that a new dump truck might need to be ordered. In Old Business, Lumbrezer asked to schedule a Handbook meeting for March 30, 2022 and all agreed that would work at 6 p.m. that night.

New Business began with a concern on the assessment on 125 W. Morenci. Lumbrezer explained that the village assessed the taxes when it was put up for sale with the water and sewer.

She emailed the realtor and explained they needed to be sure it was paid by the previous owner before they closed on it and he responded affirmatively.

When they closed on it, the buyer said she would pay it as it had not been paid. The check never came so Lumbrezer contacted the company and let them know and now the check has come.

She wanted to be sure they rescind the second half of the taxes so the new owner doesn’t end up paying for that. Council agreed and immediately voted to rescind the 2nd half of taxes on 125 W. Morenci St.

There was some discussion on whether to have fall or spring cleanup with the decision to stay with the fall as they did it then last year.

Mayor Gleckler made the point that it would be nice to have the town cleaned up in the spring so it would look nice all summer.

The thought of having two was shot down due to cost and rotating it was also determined not a good idea. Their hope is that people will clean up their yards and get the village looking nicer.

In her report,Lumbrezer:

-Reported that the bathroom remodel is completed at the village hall.

-She got an email that another $28,000 is coming from ARPA and she will confirm that.

-Evergreen Schools will be holding their Cross Country 5KRun/Walk on July 9th

-The attorney is still working on closing on the sale of one acre of land on U.S. 20

-Kevin Whitlock is being asked about being village solicitor

-Worthington Industries has cancelled their fall clean-up day, but they want to come on May 11th. She is making a list and has dugout covers on the list.

-Asked how many picnic tables they should purchase and following discussion it was agreed to by 12 regular and 2 handicap. They also want to check prices with American Oak. She was asked to check if they can use any ARPA money.

-She ordered a tree to be planted in memory of Marlene Kurfiss

-The state audit will be done in May

-She is looking for someone to take care of flowers at the village signs.

-The bank has a plumbing issue, but it is being checked into to determine if it is just them or if it is affecting all four businesses that are on the same system.

Mayor Gleckler gave the Sheriff’s report, saying that in January they worked in the village for 39.5 hours, had five complaints and one citation.

Lumbrezer informed council that when the village plow was working a young driver stopped behind the plow. They could not see her and backed up into her.

As it was a level 2 the driver was not supposed to be out. The insurance company called and said they will pay the deductible on it.

Council was informed that there was one water shut off in February. There was some discussion concerning Wilbur-Ellis on Eagle St., and the need to clean up their building. Lumbrezer said there are people who want to buy it.

The meeting adjourned at 7:41 and council stayed to meet with Matt Gilroy, CRA Director, who was coming for their CRA (Community Investment Act) committee meeting.

Next meeting is scheduled for April 4, 2022.
