(PRESS RELEASE) – On August 19, 2024, the Fulton County Grand Jury considered indictments charging individuals with Fulton County crimes, according to the Fulton County Prosecuting Attorney’s Office.
-MICHAEL E. TEEGARDEN, age 61, of Fayette, OH, was indicted on one count of Aggravated Possession of Drugs. On or about July 3, 2024, he allegedly did knowingly obtain, possess, or use Methamphetamine. 24CR121.
-DOMINIQUE R. SMITH, age 30, of Toledo, OH, was indicted on one count of Failure to Appear as Required by Recognizance. On or about July 15, 2024, he allegedly failed to appear at his Pre-Trial Hearing as required by the terms of his personal recognizance bond in connection with a felony charge. 24CR120.
-SCOTT M. CLOUTIER, age 46, of Swanton, OH, was indicted on one count of Grand Theft of a Motor Vehicle and one count of Receiving Stolen Property.
On or about July 6, 2024, he allegedly did with purpose to deprive the owner, Victim, of property or services, knowingly obtain or exert control over either the property or services without the consent of the owner or person authorized to give consent, and the property stolen was a motor vehicle; and he allegedly did receive, retain, or dispose of the property of Victim, knowing or having reasonable cause to believe that the property had been obtained through commission of a theft offense and the property involved was a motor vehicle. 24CR105.
-MICHAEL V. FARBROTHER, age 61, of Delta, OH, was indicted on one count of Theft. On or about March 4, 2024, through July 2, 2024, he allegedly stole various retail items totaling approximately $1,475.66 from another. 24CR116.
-DRAVEN HARTSON, age 21, of Wauseon, OH, was indicted on one count of Failure to Comply with an Order or Signal of a Police Officer, one count of Unlawful Operation of a Motor Vehicle with a Suspended License, and one count of Driving Under OVI Suspension.
On or about August 1, 2024, he allegedly did operate a motor vehicle so willfully to elude or flee a police officer after receiving a visible or audible signal from a police officer to bring his motor vehicle to a stop and the operation of the motor vehicle by the offender caused a substantial risk of serious physical harm to persons or property; he allegedly did operate a motor vehicle upon a public road or highway while his driver’s or commercial driver’s license or permit or nonresident operating privileges were suspended as a repeat traffic offender under this section; and he allegedly did operate a motor vehicle upon the public roads or highways while his driver’s or commercial driver’s license or permit or nonresident operating privilege was suspended under section 4511.19, 4511.191, or 4511.196 of the Revised Code or under section 4510.07 of the Revised Code for a conviction of a violation of a municipal OVI ordinance. 24CR118.
-ROBERT ALESHIRE, age 69, of Delta, OH, was indicted on one count of Rape, one count of Importuning, and one count of Gross Sexual Imposition.
On or about June 26, 2023, he allegedly did engage in sexual conduct with Victim when he purposely compelled her to submit by force or threat of force, and he allegedly did solicit Victim, not his spouse, to engage in sexual conduct with him when he was eighteen years of age or older and was four or more years older than Victim, and Victim was thirteen years of age or older but less than sixteen years, whether or not he knew the age of the victim. On or about July 13, 2024, he allegedly did have sexual contact with Victim, not his spouse, when he purposely compelled her to submit by force or threat of force. 24CR107.
-TYLER R. SACK, age 19, of Swanton, OH, was indicted on one count of Failure to Comply with an Order or Signal of a Police Officer. On or about July 31, 2024, he allegedly did operate a motor vehicle so as willfully to elude or flee a police officer after receiving a visible or audible signal from a police officer to bring his motor vehicle to a stop and the operation of the motor vehicle by the offender caused a substantial risk of serious physical harm to persons or property. 24CR109.
-FREDI L. PLAZA, age 31, of Dallas, TX, was indicted on one count of Felonious Assault and one count of Complicity in the Commission of an Offense.
On or about August 4, 2024, he allegedly did knowingly cause serious physical harm to Victim and/or did knowingly cause or attempt to cause physical harm to Victim by means of a deadly weapon or dangerous ordnance, and he allegedly did act with the kind of culpability required for the commission of an offense and did aid or abet another in committing the offense of felonious assault. 24CR111.
-ROBERT A. EGGLESTON, age 60, of Delta, OH, was indicted on two counts of Improperly Handling Firearms In a Motor Vehicle.
On or about June 28, 2024, he allegedly did knowingly transport or have a loaded firearm in a motor vehicle in such a manner that the firearm is accessible to the operator or any passenger without leaving the vehicle. 24CR98.

-DANIEL J. MEDINA, age 26, of Wauseon, OH, was indicted on five counts of Pandering Obscenity, one count of Menacing by Stalking, and two counts of Sexual Conduct With an Animal.
On or about July 24, 2024, he allegedly did, with knowledge of the character of the material or performance involved, create, reproduce, or publish any obscene material, knowing that such material was to be used for commercial exploitation or that such material would be publicly disseminated or displayed, or Daniel Justin Medina was reckless in that regard; he allegedly by engaging in a pattern of conduct, did knowingly cause the Victim to believe that Daniel Justin Medina would cause physical harm to the Victim with a sexual motivation; and he allegedly did knowingly engage in sexual conduct with an animal. 24CR104.
-NICHOLAS L. HICKS, age 27, of Defiance, OH, was indicted on one count of Theft. On or about July 27, 2024, he allegedly stole a lawnmower. 24CR108.
-RUSTY L. THOMPSON, age 45, of Cecil, OH, was indicted on two counts of Receiving Stolen Property. On or about July 27, 2024, through July 29, 2024, he allegedly did receive, retain, or dispose of a trailer, the property of another, knowing or having reasonable cause to believe that the property had been obtained through commission of a theft offense and the value of the property involved was one thousand dollars or more and was less than seven thousand five hundred dollars; and he allegedly did receive, retain, or dispose of property of another, knowing or having reasonable cause to believe that the property had been obtained through commission of a theft offense and the property involved was a motor vehicle identification license plate. 24CR106.
-FRANCIS SCHNEIDER, age 74, of Lambertville, MI, was indicted on one count of Theft and one count of Engaging in a Pattern of Corrupt Activity. On or about December 26, 2022, through April 18, 2024, he allegedly did, with purpose to deprive the owners of property or services, cash, knowingly obtain or exert control over either the property or services by deception, and the property or services stolen is valued at one thousand dollars or more and less than seven thousand five hundred dollars; and he allegedly while employed by, or associated with, any enterprise did conduct or participate in, directly or indirectly, the affairs of the enterprise through a pattern of corrupt activity or the collection of an unlawful debt. 24CR122.
LANDEN C. WELCH, age 20, of Perrysburg, OH, was indicted on three counts of Improperly Handling Firearms In A Motor Vehicle, one count of Improperly Discharging a Firearm at or into a Habitation or School Safety Zone, and one count of Operating a Vehicle Under the Influence of Alcohol, a Drug of Abuse or a Combination of Them – OVI.

On or about July 15, 2024, he allegedly did knowingly transport or have a loaded firearm in a motor vehicle in such a manner that the firearm is accessible to the operator or any passenger without leaving the vehicle when he was under the influence of alcohol, a drug of abuse, or a combination of them; he allegedly did discharge a firearm while in or on a motor vehicle; he allegedly knowingly, without privilege did discharge a firearm at or into an occupied structure that is a permanent or temporary habitation of any individual; and he allegedly did operate any vehicle, streetcar, or trackless trolley within this state, when at the time of the operation he was under the influence of alcohol, a drug of abuse, or a combination of them. 24CR103.
-THOMAS L. BARKER, age 33, of Swanton, OH, was indicted on one count of Failure to Verify Address and one count of Failure to Provide Notice of Change of Address.
On or about August 1, 2024, through August 13, 2024, he allegedly did fail to verify a current residence, and on or about August 1, 2024, he allegedly did fail to notify a sheriff of a change of address. 24CR113.
-ROBERT L. LAUHARN, age 46, of Wauseon, OH, was indicted on one count of Vandalism and one count of Harassment with a Bodily Substance.
On or about August 9, 2024, he allegedly did knowingly cause physical harm to property that was owned or possessed by the Fulton County Sheriff’s Office regardless of the value of the property or the amount of damage done and the property or its equivalent was necessary in order for its owner or possessor to engage in the owner’s or possessor’s profession, business, trade, or occupation, and he allegedly did, with intent to harass, annoy, threaten, or alarm a law enforcement officer, cause or attempt to cause the law enforcement officer to come into contact with blood, semen, urine, feces or another bodily substance by throwing or expelling substance at the law enforcement officer, or in any other manner. 24CR117.
-KEYON H. JOHNSON-COUCH, age 18, of Swanton, OH, was indicted on one count of Theft and one count of Receiving Stolen Property.

On or about June 1, 2024, through July 23, 2024, he allegedly did steal Chromebooks from another; and he allegedly did receive, retain, or dispose of Chromebooks, the property of another, knowing or having reasonable cause to believe that the property had been obtained through commission of a theft offense and the value of the property involved was one thousand dollars or more and was less than seven thousand five hundred dollars. 24CR114.
-LAURA M. WELSH, age 38, of Delta, OH, was indicted on one count of Theft of Drugs, one count of Receiving Stolen Property, and one count of Aggravated Possession of Drugs. On or about July 19, 2024, she allegedly stole a dangerous drug from another.
On or about July 19, 2024, through July 21, 2024, she allegedly did receive, retain, or dispose of the property of another, knowing or having reasonable cause to believe that the property had been obtained through commission of a theft offense and the property involved was a dangerous drug; and she allegedly did knowingly obtain, possess, or use Methadone. 24CR119.
-CHRISTOPHER T. NISELY, age 44, of Archbold, OH, was indicted on one count of Failure to Comply with an Order or Signal of a Police Officer, one count of Unauthorized Use of a Vehicle, two counts of OVI, and one count of Driving Under OVI Suspension.
On or about August 17, 2024, he allegedly did operate a motor vehicle so as willfully to elude or flee a police officer after receiving a visible or audible signal from a police officer to bring his motor vehicle to a stop and the operation of the motor vehicle by the offender caused a substantial risk of serious physical harm to persons or property; he allegedly did knowingly use or operate a 2011 Chevrolet Equinox without the consent of owner, the owner or person authorized to give consent; he allegedly did operate any vehicle, streetcar, or trackless trolley within this state, when at the time of the operation he was under the influence of alcohol, a drug of abuse, or a combination of them, and while his driver’s license was suspended under section 4511.19, 4511.191, or 4511.196 of the Revised Code or under section 4510.07 of the Revised Code for a conviction of a violation of a municipal OVI ordinance. 24CR112.
It should be noted that an indictment is merely an accusation, and that all criminal defendants are presumed innocent until and unless proven guilty.
