Northwest Ohio Educational Service Center Announces Meeting Minutes

The following actions were taken by the Northwest Ohio Educational Service Center Governing Board at their regular meeting held March 22, 2016.

The meeting was called to order at 7:00 pm by Vice President Brian Baker. All in attendance recited the Pledge of Allegiance.

NwOESC Instructional Coach, Nancy Mills, shared a video presentation of her efforts in the Central Local, Hicksville, and Northeastern districts working with students and teachers to promote best practices in classroom instruction.

The following items were approved under the consent agenda format:

•Approved minutes of the organizational board meeting held February 16, 2016.

•Approved Financial Transactions

-Defiance County Juvenile Probation to provide to NwOESC, Attendance Officer Services for the period of 8/15/16-6/15/17
-Educational Service Center of Lake Erie West to provide to Holy Trinity Catholic School as part of Evergreen’s IDEA-B Grant Allocation via NwOESC’s consortium grant, Speech Language Pathologist, Remedial Specialist, and Intervention Specialist Services for the period of 1/18/16-6/30/16
-NwOESC to provide to Bowling Green City Schools, Visual Impairment (VI) Services for the period 8/15/16-6/15/17.
-NwOESC to provide to Eastwood Local Schools, Visual Impairment (VI) Services for the period 8/15/16-6/15/17.
-NwOESC to provide to Elmwood Local Schools, Visual Impairment (VI) Services for the period 8/15/16-6/15/17.
-NwOESC to provide to North Baltimore Local Schools, Visual Impairment (VI) Services for the period 8/15/16-6/15/17.
-NwOESC to provide to Northwood Local Schools, Visual Impairment (VI) Services for the period 8/15/16-6/15/17.
-NwOESC to provide to Paulding Exempted Village Schools, Independence Education Center Instructional Services for the period 2/18/16-6/15/16.
-NwOESC to provide to Otsego Local Schools, Visual Impairment (VI) Services for the period 8/15/16-6/15/17
-NwOESC to provide to Rossford Exempted Village Schools, Visual Impairment (VI) Services for the period 8/15/16-6/15/17.

•Approved a contract with Mara Gongora as an independent contractor to provide Re-Interview Services for the period of 5/1/16 through 9/30/16 for a minimum of 50 successful face-to-face interviews with all costs included in the rate except minimal supplies and office use to be paid from Migrant Grant Funds.

•Entered Executive Session to discuss the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or the investigation of charges or complaints against a public employee, official, licensee or regulated individual.

OSBA LEGISLATIVE LIAISON: Mr. Brian Patrick shared information from OSBA on the Ohio Constitutional Modernization Commission. The Commission is made up of 32 members who have been charged with the responsibility to study the constitution of Ohio and identify and recommend to the General Assembly any desired changes. The Commission was authorized in 2012 and has an expiration date of July 1, 2021.

SUPERINTENDENT: Mrs. Kerri Gearhart shared planning is underway for the start of the 2016-17 school year. Administrative and classified staff contract recommendations will be addressed in April, while certified staff contract recommendations will be addressed in May. Collaboration is taking place in several districts in regards to applications for 21st Century Learning Communities grants for FY17.

CHIEF FINANCIAL OFFICER: Mrs. Dorthy Pietrykowski shared that staff in the Business Office have been working on budget reviews, grant revisions, and the annual inventory. In preparation for the coming year, work is underway with substitute coordination, requisition processing, and contract and salary notices. The majority of district service contracts for FY17 have been returned. The audit is complete with no citations, recommendations, or management letter issues.

DIRECTOR OF SPECIAL EDUCATION: Mrs. Jill Gilliland reported that the special education department is gathering information and starting to plan for staffing and classroom needs for the 2016-17 school year. Administrative staff have or will soon attend area recruitment fairs for speech, occupational, and physical therapy as well as intervention specialists. The preschool team has been heavily involved in the Step Up to Quality rating process impacting nineteen districts across the service area.

DIRECTOR OF CURRICULUM, INSTRUCTION AND PROFESSIONAL DEVELOPMENT: Mrs. Kris Dobbelaere shared information on the success of the Franklin B. Walter celebration, professional development on cultural diversity, and roster verification.

•As all of the business of the evening was complete, the meeting adjourned at 8:40 pm. The next regular meeting of the board will be held at 7:00 pm on Tuesday, April 19, 2016 at the NwOESC office located at 205 Nolan Parkway, Archbold, OH.
