The Northwest Township Trustees met on Tuesday, June 9, with all trustees, Paul Green, Robert Kissinger, and Mary Gniewkowski.
The meeting started a little later than scheduled due to some technical difficulties, but once underway the trustees got straight into business.
Once the Pledge of Allegiance was recited, the trustees reviewed the previous meeting minutes. Kissinger moved to approve and both remaining trustees approved, passing the motion.
The trustees turned their attention to the financial reports, and after reviewing, Kissinger again moved to approve. Gniewkowski questioned a change from the previous meeting where the recent equipment, boom mower and brusher, purchase was stated to be taken out of the road and bridge fund.
Fiscal Officer Peggy Disbro stated she misspoke and meant to say the gasoline fund, as it is listed correctly on the financial report. With that clarification, both Green and Gniewkowski approved the motion.
Moving into the road report, Eddie Mountz provided the trustees with a copy of the recent work completed and in progress.
He also informed the trustees he had repaired the back pack weed sprayer and the water softener.
Unfortunately, the newly purchased brusher has run into problems. While not repaired yet, Mountz stated he was looking into it.
He had obtained manuals and stated he had some homework to do, suspecting it may be an overheating issue with the hydraulics. Green offered to assist in the troubleshooting process as well.
Disbro then addressed the trustees, asking for permission to return a deposit for a rental that was canceled. The trustees approved.
After reviewing the rental calendar, Disbro shared a letter she had received regarding Spectrum, but neither she nor the trustees were certain how to proceed. No action was taken.
Kissinger did not have any news to report or discussion items, so the focus moved to Gniewkowski who wanted to recognize Mountz for helping get the air conditioning going over the previous weekend.
Gniewkowski also provided the board with the minutes from the Nettle Lake Association Zoning meeting.
A zoning request was previously brought to the trustees’ attention but needed to go through several other channels and steps before the trustees could address it.
Green then presented a discussion on chip and seal. He had obtained a quote, but upon further review realized it was incorrect.
The quote totaled to around $69,619 but it did not include parts of County Road 3. After some discussion, the trustees agreed on three chip and seal projects: O.50 from County Road 3 to the State Line, N.30 from County Line to 1.50, and County Road 3 from O.50 to 20.
Disbro then asked for a motion to increase the gasoline fund by $8,000 to cover the brusher purchase noting this would be reimbursed as a donation back into the fund. Kissinger made the motion and the other two trustees approved.
Gniewkowski asked about the 30% of her salary that is coming from the gasoline fund. Disbro answered that there are insufficient funds in the general fund.
Disbro clarified, legally, the permission to do so was approved in the budget but there must be a signed document each time.
Wrapping up, the meeting circled back to road repairs finalizing the #8 stone amount to 500 tons. Mountz speculated that the current in house supply would be used up rather quickly.
After the trustees finished reviewing and signing invoices and checks, Kissinger motioned to adjourn the meeting at 7:45 p.m. Both Green and Gniewkowski approved the motion.
The next Northwest Township Trustee meeting will be held Tuesday, June 24, at 7 p.m.
