On January 11, 2021, Swanton Village Council met to hold their regular meeting following Committee of the Whole and Finance Committee meetings. Appointments were made to the Standing Committees and rules were reviewed as well as chairpersons elected during the committee meetings.
In regular meeting, following prayer, pledge of allegiance and roll call, council voted to elect Craig Rose as President again. Minutes for the December 14, 2020 meeting as well as the agenda for the January meeting were approved. Informative individual Committee and Department reports were given. In old business council voted to approve:
•Second Reading of Ordinance – Amending Chapter 74 (Parking generally) of the Codified ordinances with Proposed No Parking at any time on east side of Black Canyon Drive and north side of Waterwood Drive
•Second Reading of Ordinance – amending Village zoning map by amending the zoning classification for 13950 Airport Highway within the Village of Swanton (this was presented in the public hearing in September)
In New Business, the following were approved:
•Emergency Resolution declaring the intent to sell property by internet auction in 2021 (done annually)
•2021-22 Leaf Collection Agreement with Lammon Brothers at the same rate of $22,500 each year (discussed in Public Service Committee on November 23 2020)
•Construction Agreement with Norfolk Southern for Safe Routes as part of the Safe Routes to School project which involves installing z-gates at the grade crossing on N. Main in NS right of way (agreement is needed for NS to inspect and flag for the project) Poggemeyer and Mr. Lehenbauer both reviewed the proposed agreement and have no issue
•Contract Agreement amendment as there were “loose ends” related to Business Alley Project. This increased the engineering agreement by $8302.50 for a total of $57,602.50 and since it is over $50,000 a motion to approve paying bill is necessary
Rosanna Hoelzle, in her Administrative Report, informed council that she continues to meet weekly with Toledo Lucas County health Department and monthly with Fulton County Health Department for COVID-19 related topics with the most recent one being the rollout of vaccines.
The Planning Commission did not meet in January as there was no agenda. She gave a Permit Summary, shared that she has been the appointed Rep from FC Regional Planning Commission and is happy to continue if Council wishes, and said that the Winter edition of the Village Voice went out and she hopes many will subscribe.
In her project updates, Hoelzle mentioned the Safe Routes to School, said that the Beard Pavilion bids were due on January 13, updated council that they are working on final design for on Project 8&9 Sewer Separation and that as it is private property residents may have to take action to alleviate any possible flooding issues, and stated that research and analysis begin soon for the Master Plan WRRF.
In a Zoning Code update, she said that RFPs were due that day, January 11, and three firms have reached out with questions.
Hoelzle also told council that the 2020 Q4 utility reports are in their drop boxes and that Postcards were sent to properties on Black Canyon and Valleywood areas, with Munson? Dodge area next on the list, concerning education as to why wipes can cause damage to pipes.
Finance and Human Resources Director Jennifer Harkey reported concerning personnel: they are hiring Water Resource Recovery Facility Operator and would like to offer the position to Brice Nemire; Jason Carte is removed from roster as he no longer holds a Firefighter 1 Certification and has been inactive on the SFRD Roster and a letter was sent regarding the separation; and rescind hire to Ben Parker as he did not accept the official offer for Public Works and Utilities Laborer and notation is needed for record purposes
In public remarks, Mr. Jordan Salkil addressed council regarding the exclusive franchise of waste/recycling hauler for residential properties. He asked why they have an exclusive contract as he would like to choose who picks up his trash.
During the discussion, Hoelzle explained the benefits from environment and logistic points for having a specific trash hauler, especially the reason that it limits the number of trucks having to drive through the community to gather the trash and recycles. It was agreed that there are some communities that let residents choose, but most have an exclusive contract.
Council ended the meeting by going into Executive Session (with no action taken) to consider the purchase of property for public purpose and to consider the sale of property at competitive bidding.
