Swanton Village Council Members Discuss Next Year’s Corn Festival

The Village of Swanton’s Council Meeting was held on October 26, 2015 at 7pm. Mayor Roth’s motion to approve the payment of bills was passed. A visitor, Bob Wertz of the Swanton Corn Festival gave Mayor Roth a letter to request the dates of the Festival to be set for Aug. 20-21, 2016. He also mentioned that Allan Robasser will be the new chairman for the Festival but Mr. Wertz will be actively involved with it. The needed paperwork and insurance coverage will be secured and filed with the Village. The dates were approved.

In Old Business, a motion to approve the Emergency Ordinance 2015-29 which would amend the municipal income tax and this was approved. Items of New Business that were discussed and approved: Emergency Resolution 2015-15 to suspend the rules previously passed regarding the amounts and rates of tax levies, Resolution 2015-16 to authorize a dog warden contract with Fulton County Commissioners, and Resolution 2015-17 dealing with advance payment of taxes.

The Water and Sewer Committee Dept. Head, Rick Schantz, gave updates on the operation of the water plant. Among items discussed were the purchase of new pickup truck, snow plow, mower with trade in of the old, and a new regulation issued requiring any interruption of service at the plant or in distribution system to be reported to OEPA which included water main breaks.

The Finance Committee gave a status report on financial management and the 2016 budget process to the committee. More appropriation is needed to finish Fiscal Year 2015. The budgeting for Fiscal Year 2016 is not complete. The switching to purchase orders from the Then and Now approach was to start immediately. Also discussed were current revenues and expenses in regard to activities.

The meeting adjourned with no further business being discussed.
