WILLIAMS COUNTY COMMISSIONERS: County EMS Budgets Proposed, Levy Necessity Discussed

EAST ANNEX … The Williams County Commissioners are located at the Williams County East Annex at 1425 East High Street, in Bryan, Ohio. They usually meet in general sessions twice a week, on Mondays and Thursdays. Working hard within the Williams County Commissioners Office are Commissioners Lew Hilkert, Bart Westfall, and Terry Rummel alongside Clerk Anne Retcher and Deputy Clerk Robin Kemp.

The Williams County Commissioners met twice last week, at 8:43 a.m. on Monday and 10 a.m. on Thursday for regular sessions.

Monday saw the passing of eight resolutions, and the signage of two certificates of substantial completion for projects #3-2023 and #6-2023 (for the bridge and culvert replacement and County Road 22 Reclamation Project, respectively), the Dog Warden report for the Week of Sept. 11-24, the credit card expenditures of the Prosecutor’s Office for October, 2023, court documents filed for the Village of Pioneer / AquaBounty appeal, a CHIP mortgage release, three change orders for the window replacement project in the Courthouse, Project #3-2023, and Project #2-2023 (for the Asphalt Paving Project), and a deed transfer to the WCPA.

The minutes of the October 5, 2023 meeting and bills as presented were then approved before Commissioner Westfall shared the details of a meeting he attended with regards to funding and financing the Alvordton Sewer Project.

The commissioners then entered executive session before meeting with Garmann Miller regarding the space study being done before adjourning at 10:39 a.m.


Thursday started with the approval of five resolutions, the Sheriff’s Office credit card report for the month of November, a mortgage release for Maumee Valley Planning, an insurance sign off, award recommendations from Maumee Valley, and the tabling of a Parks Department request for a contribution to the George Bible Park bridge replacement.

Then approved were the minutes of the October 16, 2023 session and bills as presented.

At 10:30 a.m., the Commissioners returned from recess to meet with Chief Kyle Brigle and others from the Williams County EMS.


Discussed then was the need for funding, as well as what the EMS levy would provide in income.

Presented then were two budget proposals, which gave the details for what the budget would look like with and without the levy passing.

The finances for the first three months of the new fiscal year are expected to be exceedingly tight, with management closely monitoring current expenses.


It was then suggested that an advance may need to be provided for January, February, and March, to be re-appropriated in December.

It was then shared that the levy will not be affected by rising property values, and that there will be previously available revenues made unavailable.

The purpose of the levy is to get the Williams County EMS to where it needs to be to adequately service the community.

The commissioners then went into executive session with Williams County Engineer Todd Roth before signing a letter to county employees detailing the 2023-2024 wellness program and adjourning for the week, set to meet at 8 a.m. on Monday.

The resolutions passed for the week are as follows:

Resolution 23-0304: supplemental appropriations on behalf of the Williams County Clerk of Courts, Common Pleas Court, Department of Aging, Engineer, Job & Family Services, Probate Court, and Sheriff.


Resolution 23-0305: a purchase agreement for a 2023 heavy-duty low-profile trailer from Jason Dietsch Trailer Sales.

Resolution 23-0306: a contractual agreement between JFS and Shalom Counseling & Mediation Center.

Resolution 23-0307: a contractual agreement between JFS and Buckeye Ranch, Inc.

Resolution 23-0308: a credit card application on behalf of the Williams County EMA.

Resolution 23-0309: an emergency management agency agreement for the Williams County EMS to receive ARPA retention grant funds.

Resolution 23-0310: a two-year snow removal agreement with Farrell’s Lawn & Garden Center and Lawn Service, LLC for the East Annex.


Resolution 23-0311: a two-year snow removal agreement with Clark’s Lawn Care and Snow Removal LLC for the Title Office.

Resolution 23-0312: supplemental appropriations on behalf of the Williams County Commissioners, Common Pleas Court, Communications, EMA, Engineer, and Regional Airport.

Resolution 23-0313: a credit card application on behalf of the Williams County Communications Agency.

Resolution 23-0314: a bi-annual service agreement between the Williams County Common Pleas Court and Maximus until December 31, 2025.

Resolution 23-0315: a lease agreement between the Williams County Department of Aging and the Williams County Board of Commissioners for 2024 office space.

Resolution 23-0316: a service agreement between the Williams County Clerk of Courts and Maximus until December 31, 2025.
