Williams County Commissioners Glad That Projects Are “Shovel Ready”

The Monday morning, January 11, 2021 Williams County Commissioners meeting held the approvals of:

•Resolution 27 Supplemental Appropriations on behalf of WC Communications; Capital Projects; and treasurer

•Resolution 28 Accepting and awarding a BID in regards to Project 2-2021 Williams County Tower, to Tri County Tower, LLC


•Also signed Letter to CCAO regarding Representative and Alternate Representative; Letter to Ohio Bureau of Motor Vehicles regarding Board Changes; President of Board Signature Authorization; Various Dog Warden Reports; Special Hauling Permit 21-002; Various travel requests for Veteran Service Commissions; quote from New Era Technology

•Motion to approve minutes of January 7, 2021 and bills as submitted

Commissioner Lew Hilkert asked Clerk Anne Retcher to send a copy of the resolution in which he was appointed to NOCAC, to which she agreed. Following the viewing of Ditch #752 which was scheduled for 11:30 a.m., the meeting adjourned.


More BIDS were heard during the Thursday morning meeting, January 14, 2021, read by Austin Serna of MVPO (Maumee Valley Planning Organization). The four bids opened were for the MVPO Project Village of Edon Waterline RLF project.

Engineering estimate was $259,870.80. (Bids: M&M Asphalt out of Edon – $228,379.50; Vernon Nagel out of Napoleon – $218,155; Kyle J. Sherman Excavating out of Perrysburg – $211,040; and Bryan Excavating out of Bryan – $242,705) Following the reading of the bids, Serna said that he would go over them with Denny Bell and

Chad Ordway before recommending one to the Commissioners in writing for their approval.

Three Executive Sessions were held during the January 14 meeting, all with no action taken, two for employment and compensation and the third to consider the purchase of real estate.


In regular business, the commissioners approved:

•Resolution 29 Supplemental appropriation on behalf of WC Juvenile Court

•Resolution 30 Accepting and awarding BID in regards to Project 1-2021 Bruce Drive Storm Sewer to Fenson Contracting

•Resolution 31 Entering into an agreement on behalf of WC Engineer for Engineering Services for design for Alvordton Sanitary Sewer Project (In discussion Commissioner Lew Hilkert expressed concern that the projects get under way quickly as “I hear that maybe the new administration is looking into infrastructure build that maybe would qualify for this project.” Commissioner Terry Rummel thanked Engineer Todd Roth for getting the projects “shovel ready.”)

•Resolution 32 Entering into an agreement on behalf of WC Engineer for Engineering services during construction of Kunkle Sanitary Sewer Project

•Resolution 33 Entering into an agreement on behalf of WC Engineer with Norfolk Southern Railway Co. for a proposed sewer crossing as part of the Kunkle Sewer Project

•Resolution 34 Entering into a contract agreement extension on behalf of WC JFS with ShadowBox

•Resolution 35 Entering into an MOU on behalf of WC JFS with Defiance/Paulding Consolidated JFS

•Resolution 36 Entering into a contract agreement extension on behalf of WC JFS with Speak Write

•Also signed: Letter to all County Employees regarding Blood Drive; Disposal form from Commissioners’ office; Office of Community Development – Job Certification Summary for Reifel Industries and Altenloh Brink & Co.

•Minutes for January 11, 2020 and payment of bills

The January 14, 2021 meeting adjourned at 11:37.
