Fulton County Commissioner Hear Bids For Fayette Project

Fulton County Commissioners met to pass a large number of resolutions on Thursday morning, January 7, 2021. During the meeting which went from 9:02 to 9:38 a.m., they voted to approve:

•Minutes of January 5, 2021 meeting

•Agenda as presented

•December 2020 Month End Financial Report

•Year end sales tax report

•Recorder’s Notice of Zoning Resolutions and Amendment Requirements

•Fulton County Sheriff’s Annual Inventory

•December 31,2020 Amended Certificate of Estimated Resources

•Certificate of Compliance

•January 4, 2021 Amended Certificate of Estimated Resources

•Certificate of non compliance

•Treasurer to Auditor Balancing Report

•Resolution 2021-013 Organize Board of Commissioners for 2021 (Jon Rupp President and Jeff Rupp Vice President)

•Resolution 014 Establish 2021 Commissioners Meeting Schedule for Tuesday and Thursday at 9 a.m. with work session immediately following Thursday Regular session

•Resolution 015 Establish 2021 Holiday Schedule

•Resolution 016 Appoint members to various boards and committees for 2021

•Resolution 017 Establish 2021 Mileage Reimbursement rate

•Resolution 018 Designate 2021 Voting Representative and Alternate for Annual CCAO Membership meeting

•Resolution 019 Re-appoint members to the County Rural Zoning Board and Zoning Commission

•Resolution 020 Increase and transfer appropriations for various departments

•Resolution 021 Approve oversight of agreement 2021-03 with the Juvenile Court for IV-D Services on behalf of JFS

•Resolution 022 Approve oversight of agreement 2021-04 with Adriel School for IV-E Services on behalf of JFS

•Resolution 023 Approve agreement 2021-05 with D&R Demolition for PY19 CDBG Demolition Project in Lyons

•Resolution 024 Authorize Board President to Execute CARES Act Grant for Senior Center

•Resolution 025 Approve Purchase orders and travel requests

•Resolution 026 Reschedule the Bid Opening for Ditch 2142 Pike Twp.

•Resolution 027 Grant Extension of Time for plans Ditch 2141 Myers

Another half hour meeting began on Tuesday, January 12, 2021 with the opening of Bids by Clerk Teri Suarez for PY19 CDBG Fayette South Cherry Street Improvements.

Besides the three commissioners and clerk Teri Suarez, there were eight others present either in person or by teleconference.

The estimate for the project was $25,400 and six bids were opened and read. All were forwarded to Maumee Valley Planning Organization and the Village of Fayette for review and Recommendation. (Bids: Geddis Paving, Toledo, OH: $26,653.00; Ward Construction, Leipsic, OH: $24,500.00; Gerken Paving, Napoleon, OH: $30,550.00; N&M Asphalt, Blakeslee, OH: $18,150.00; Morlock Asphalt, Portage, OH: $22,540.00; and Henry Bergman, Genoa, OH: $23,740.00)

The regular meeting was called to order at 9:12 a.m. and, following the pledge of allegiance and opening prayer, the commissioners voted to approve:

•Minutes of January 7, 2021 meeting

•Agenda as presented

•Payment of bills

•2020 Bridge Inspection was recognized for filing purposes

•Resolution 031 Increase and transfer appropriations for various departments

•Resolution 032 2020 Road Mileage Certification

•Resolution 033 Authorize County Engineer to use Force Account; Set Allocation of Revenue to Townships from Permissive Tax Revenue

•Resolution 034 Pay request #15-final to Megen Construction Co. for the 2016 Fulton County Heritage Center Project

•Resolution 035 Pay Request #1 for Agreement 2020-112 to The Weber Co. for the 2138 Ditch Project

•Resolution 036 Annual Indigent Defense Agreements 2021-06 through 2021-12

•Resolution 037 Accept Retirement resignation of Tamra Buyer who is retiring in March 2021

•Resolution 038 Appoint Housekeeping Employee, Kristine McClain who has been in a part time position and will be taking a full time position

•Resolution 039 Purchase orders and travel requests

Brett Kolb, Fulton County Auditor, spoke with the Commissioners concerning a levy. He provided information with respect to a 0.2 + 0.2 renewal as well as a 0.4 replacement. It was agreed that discussion needs to continue on this topic.

The meeting adjourned at 9:27 a.m.
