Williams County Grand Jury Returns 15 Indictments

On August 15, 2023, the Williams County Grand Jury considered indictments charging individuals with Williams County crimes, according to the Williams County Prosecuting Attorney’s Office.

-FRANK J. RICE, III, Bryan, OH 43506, Ohio Revised Code §2903.211(A)(1)(B)(2)(g), Menacing by Stalking, a felony of the fourth degree; Ohio Revised Code §2921.04(B)(1)(D), Intimidation, a felony of the third degree; Ohio Revised Code §2919.27(A)(1)(B)(4), Violating Protection Order, a felony of the third degree, 2 Counts; Ohio Revised Code §2913.49(B)(1-2), Identity Fraud, a felony of the fifth degree, 2 Counts.

-MICHELLE R. DINE, Bryan, Ohio 43506, Ohio Revised Code §2923.03(A)(2), and Ohio Revised Code §2913.49(B)(1-2), Complicity to Identity Fraud, a felony of the fifth degree; Ohio Revised Code §2923.03(A)(2), and Ohio Revised Code §2903.211(A)(1)(B)(2)(g), Complicity to Menacing by Stalking, a felony of the fourth degree; Ohio Revised Code §2923.03(A)(2), and Ohio Revised Code §2919.27(A)(1)(B)(4), Complicity to Violating Protection Order, a felony of the third degree.

-JOHNATHON Q. MILLER, Bryan, Ohio 43506, Ohio Revised Code §4511.19(A)(1)(f) and R.C.§4511.19(G)(1)(a)(ii), Operating a Vehicle Under the Influence of Alcohol or Drug Of Abuse, a misdemeanor of the first degree; Ohio Revised Code §2903.08(A)(1)(a)(B)(1), Aggravated Vehicular Assault, a felony of the third degree.


-JOSHUA A.Z. SMALLWOOD, Stryker, Ohio 43557, Ohio Revised Code §2905.02(A)(2)(C), Abduction, a felony of the third degree; Ohio Revised Code §2919.25(A)(D)(4), Domestic Violence, a felony of the third degree.

-JARED L. BAUMAN, Homeless, Ohio Revised Code §2909.05(B)(1)(b), Vandalism, a felony of the fifth degree.

-DAMIEN BREMMER, Edgerton, Ohio 43517, Ohio Revised Code §2909.05(B)(1)(b), Vandalism, a felony of the fifth degree.


-KASSANI K. HARDIMAN, 19, Homeless, Ohio Revised Code §2909.05(B)(1)(b), Vandalism, a felony of the fifth degree.

-ANGELA A. HELBERG, Archbold, Ohio 43502, Ohio Revised Code §2913.02(A)(1)(B)(2), Theft, a felony of the fifth degree.

-MATTHEW A. LUCAS, II, Homeless, Ohio Revised Code §2925.11(A)(C)(1)(a), Aggravated Possession of Drugs, a felony of the fifth degree.

-SETH T. MORSE, Edon, Ohio 43518, Ohio Revised Code §2925.03(A)(2)(C)(1)(d), Aggravated Trafficking in Drugs, a felony of the second degree; Ohio Revised Code §2925.11(A)(C)(1)(c), Aggravated Possession of Drugs, a felony of the second degree; Ohio Revised Code §2921.12(A)(1), Tampering with Evidence, a felony of the third degree; Ohio Revised Code §2909.05(B)(1)(b), Vandalism, a felony of the fifth degree; Ohio Revised Code §2921.34(A)(1)(C)(2)(b), Escape, a felony of the third degree.

-PAMELA J. TACKETT, Fremont, Indiana 46737, Ohio Revised Code §2937.99(A)(B), Failure to Appear, a felony of the fourth degree.

It should be noted that an indictment is merely an accusation, and that all criminal defendants are presumed innocent until and unless proven guilty.
