Williams County Commissioners began their Thursday morning, January 20, 2022 session with the approval of the following:
-Resolution 28 transfer resolution on behalf of Commissioners office
-Resolution 29 Entering into a IV-E (4E) Contract submitted by JFS with Applewood Centers for IV-E Agencies and Providers for provision of child placement. Maximum amount payable under this contract is $5000, term January 1 – June 30, 2022
-Resolution 30 Entering into a IV-4 contract with JFS with Bellefaire Jewish Children’s Bureau, maximum amount at $5000, term January 1-June 30, 2022
-Resolution 31 IV-4 contract with Lutheran Homes Society, maximum amount $10,000, term January 1-December 31, 2022
-Resolution 32 IV-E contract with Safe House Ministries, maximum amount $10,000, term January 1-December 31, 2022
-Resolution 33 Wellness Grant Agreement between the County Employee Benefits Consortium of Ohio (CEBCO) and Williams County for the provision of grant funds in the amount of $11,890 to promote wellness for the year 2022
-Resolution 34 Appointing members to the Board of Developmental Disabilities (DD) (notified that Neil Oberlin would not be seeking a new term when his term ended which was December 31, 2021.
Michael Elkins wishes to serve another term and his also expired on December 31, 2021. Jennifer Basselman, Superintendent of WC Board of DD submitted a request). Randy Allomong to replace Oberlin and re-appointment of Mike Elkins
-Resolution 35 Tax exempt municipal bond transaction (Megan Hausch submitted an approval of a tax-exempt municipal bond transaction.
Toledo Lucas County Port Authority (TLCPA) has been asked to issue up to $300,000,000 in tax-exempt and taxable Environmental Facilities Revenue bonds for the benefit of AquaBounty Farms Ohio, located in Village of Pioneer.
Since the TLCPA is domiciled in Lucas County, approval of the tax-exempt transaction by the Lucas County Commissioners will be requested and TLCPA s requesting approval from the WC Commissioners as the applicable elected representative for the host site of the project. WEDCO (Williams County Economic Development Corporation) has documents on file for the transaction.)
-Resolution 36 Entering into a Memorandum of Understanding (MOU) with Apryl McClaine to allow the use of an undisclosed location.
Due to the sensitivity regarding security arrangements and emergency response protocol, said location will remain unnamed, to be used in the event of an emergency at a county facility at no cost for the term of December 31, 2021 and continuing until either party terminates the MOU.
-Resolution 37 Brownfield Land Reutilization Corporation Administration Agreement, submitted by WC Treasurer, Kellie Gray.
Said agreement established an operational structure for abatement of Brownfield site located within the jurisdictional limits of WC, for which the Land Reutilization Corporation has secured access to perform assessment and brownfield remediation activities.
The term commences on the date of execution by the last of the parties to sign this agreement and ends when the abatement project at the site is completed and cleanup is signed off.
-Also signed: Credit Card Appropriation for February 2022 on behalf of Sheriff; Dog Warden Report for January 10-16, 2022; Access and Redevelopment Agreement Consent to access; paperwork for new maintenance
-Minutes of previous meeting and payment of bills
The recording of the meeting was suspended as the meeting with Kellie Gray and Redtree owner Ryan Nelson was a Treasurer’s meeting.
Nelson shared with the commissioners his desire to assist the county as an advisor, giving them some idea of what that would mean.
Gray informed the commissioners that she would appreciate their consideration of hiring Redtree as an advisor, as “it is always wise to have good council and with Nelson being the owner who presented his case to them, it is not like they are hearing from a salesperson.”
The commissioners listened, asked questions and said they will consider the request and determine soon which way to go.
With no further business to which to attend, they adjourned at 10:28 a.m.
