WILLIAMS COUNTY COMMISSIONERS: “Meet & Greet” Held With Northwest Water District

Williams County Commissioners began the week of January 24, 2022 with their Monday morning session, approving a number of items:

  • Resolution 38 transfer on behalf of Department of Aging
  • Resolution 39 Appointing John Waterston, Deputy County Engineer, and Lew Hilkert, County commissioner, as the ongoing WEDCO representatives to fill the positions on the Williams County Economic Development Corporation Board of Directors, with the terms commenced on January 1, 2022
  • Resolution 40 Authorizing Certificate. On August 5, 2021, the Commissioners passed Resolution 21-274 Entering into an MOU between Montpelier Solar and WC.  On January 19, 2022 Mr. Boggs who represents the WC Commissioners presented to the Board a Certificate of Authorization to commence construction.  This resolution authorizes that to begin.
  • Resolution 41 Entering in MOU between RSV of Northwestern Ohio and WC Department of Aging for a volunteer program through Area Office on Aging, three-year term
  • Resolution 42 Entering into an agreement between WC and Bockrath and Associates for Bridge Replacement over Eagle Creek at a cost not to exceed $60,773
  • Resolution 43 Entering into an agreement ( LPA Federal Local- LET Project Agreement submitted by Todd Roth, county engineer) between the State of Ohio Department of Transportation and WC Engineer to provide funding for a bridge replacement project at a cost not to exceed $415,000 from ODOT, term during 2022-23.
  • Minutes of previous meeting and payment of bills

Following a recess, the commissioners met with Mary Gniewkowski (pronounced Nifcowski) and Allen Stafford from the Northwest Water District.


Gniewkowski explained that their president, Paul Green was elected as a trustee for the Northwest Township so she wanted to introduce their new president to the commissioners, Mr. Stafford.

Stafford is the newest board member but was willing to step up and be the president, and “he is doing very well,” she said. “He is a team player and a part of our team and ware happy to have him with us.”

The commissioners welcomed Stafford and commended him for “jumping in with both feet.”


In answer to a few questions, Gniewkowski said they are still partnering with Edon for maintenance and water testing and that relationship is working well.

Edon Village Administrator Chad Ordway attends all the water district board meetings.

She also informed the commissioners that the group is “up to date on all paperwork and the audit is in already and went well.”

Commissioner Lew Hilkert said that they had looked at the budget for 2022 and it looks good with revenues outweighing expenses.


With no further business for the day, the commissioners ended their meeting.
