The Delta Village Council held their meeting on Monday, March 7th. The meeting was called to order at 5:30 p.m. followed by the Pledge of Allegiance and a prayer.
Roll call took place first with a motion being made to excuse council member Chad Johnson who was absent. The minutes for the previous meeting that took place on February 21st were then approved before council moved on to correspondence.
A letter was received from the Pike-Delta-York School District. The letter was in regard to the ballot initiative that had been previously discussed regarding medical marijuana and that the school district is very opposed.
It was stated that the ballot language does not include the school’s name. The Village Administrator then gave a report that included a review of the schedule for the Fernwood Project. The hope is for construction to start this year with it then being finished next year.
The Administrator, Mr. Peebles, then informed council that a renewal is being worked on for flood insurance.
He explained the current state of the village insurance and the changes that have to be made for construction standards.
It was also stated by Mr. Peebles that nothing will need to be done at this time, but that it will need to be discussed at a later date.
The next item discussed was a request to hold the Dancing in the Street event.
The request came from the Delta Chamber of Commerce as well as an option to hold the event either in the park or on Panther Drive.
The event will include alcohol which is currently prohibited in the park without approval from council.
The event is scheduled for the first part of August as of now. A discussion took place between members of council as to which location would be best to hold the event.
Council member Tanner also stated that, going forward, he would like people to not forget downtown when planning their events.
A motion was made and approved by council to allow the event to take place in the park with alcohol being allowed. The area where alcohol will be allowed will be fenced off per permit requirements.
Mr. Peebles then requested an additional executive session at the end of the meeting to discuss real estate which was approved by council.
The approval of invoices took place next with the Law Director and Police Chief stating that they had nothing more to add.
Council then moved on to matters of legislation with the following ordinance and resolution being approved.
The Second Reading of Ordinance 22-01 approving the amendments to the Village of Delta personnel policy and procedure manual.
This ordinance was previously tabled during a previous meeting and was reinstated before council moved to approve it.
Next was the First Reading, with Emergency Provisions, for Resolution 22-05 authorizing the Village Administrators to execute an agreement with Jones and Henry Engineers for preliminary design and cost estimates required to address drainage problems along Taylor Street near Eastwood Drive and declaring an emergency.
Council then moved to enter into their first executive session at 6:05 p.m.
A second executive session was held after the first session, with council then moving to adjourn upon its completion.
