Archbold Village Council began their meeting July 5 at 5:30 p.m. in the Council Chambers. Mayor Brad Grime called the meeting to order, followed by the roll call of members.
Minutes from the previous meeting on June 20 were approved, along with Bills and Payroll. With Director of Finance, Kathy Rupp filling in for Administrator, Donna Dettling and Council Member Kevin Morton were absent.
For the convenience of everyone, Council moved to approve Resolution 2022-45, a resolution authorizing for the Ohio Department of Natural Resources NatureWorks Grant Program and Declaring an Emergency.
Director of Parks and Recreation, Jennifer Kidder shared, “This is another part to our Splash Pad hopefully, this is the building to store the recirculation system.”
Following no public participation, Council moved to an executive session at 5:34 p.m. for the purpose of a real estate matter. Executive session ended at 6:16 p.m. with no action taken.
The Second Reading of Ordinance 2022-43 was read and approved. Archbold Police Chief, Leo Wixom shared the restrictions that the State Fire Marshalls set in place for those setting off fireworks. Some of these restrictions include, but are not limited to:
- No person under the age of eighteen allowed within one hundred and fifty feet of the discharge point of Aerial fireworks.
- Aerial devises cannot be discharged within one hundred and fifty feet if spectators.
While citations for not following these restrictions result in a first-degree misdemeanor, any person discharging Aerial fireworks under the influence of alcohol is a felony.
Resolution 2022-44, a Resolution Accepting Renewal from Public Entity Pool of Ohio, to provide Property and Liability Insurance, and Authorizing the Village Administrator and Director of Finance to Contract Therefore and Declaring it an Emergency was approved.
A Second Reading of Resolution 2022-23, Approving two Temporary Closures of SR66/N. Defiance Street for Community events was had.
Minutes from the June 20 Finance Committee and Council Work Session were approved along with minutes from the Park Board Meeting on July 22.
Regarding the Park Board Meeting on June 22, Vaughn Bentz brought up the Bluestreak Disc Golf Course. Bentz stated, “I think every hole is sponsored now, there’s a gold sponsor of $5,000, it’s really taking off.”
During council comments, Kevin Eicher shared, “Before I went on vacation, Kevin Morton called me and wanted to know about the traffic light on Stryker St. and N. Defiance St. as far as turning right on red.”
“I had a talk with Mayor Grime and Brad Short while on vacation and today Mr. Wixom and I had about a twenty-minute conversation. My father always said safety first.”
Chief Wixom added, “I want to wait until school starts because we will see a lot more pedestrian traffic. We’re not seeing that right now because kids are out of school. So once school starts back up and we see that pedestrian traffic more there it will give us an idea.”
Wixom went on to state, “It’s not a fair assessment when it’s only been one week, I would hate to remove it and then have to put it back.”
Chief Wixom also shared his concern for the Circle K enter and exit onto N. Defiance Street. The arrow is painted white and may conflict with the cement color, Mr. Wixom is looking into getting it painted yellow with possible signage.
With no other business to discuss, the meeting was adjourned at 6:53 p.m.
