The Swanton Village Council held their meeting on Monday, October 24th. The meeting began at 7:00 p.m. with the Pledge of Allegiance and a prayer.
Approval of the agenda and minutes from October 11th were then approved before moving on to hear public comments.
Numerous resident came to speak, with Gary Waterstradt going first. Mr. Waterstradt spoke about the previously discussed DORA stating that the Swanton Area Community Coalition could get behind the new revised outline put forward, but also questioned the DORA’s start time, saying that it seems early.
Julie Benfield spoke next and stated that the earlier time frame is in place in order to better coordinate events with other businesses in the area.
She also explained the law change that took place on March 23rd of this year.
Rick Kazmierczak was next and discussed a taxation agreement for fire services between Swancreek Township and the Village of Swanton.
Next was DaNetra Smith, who also spoke about the DORA. She told council that many businesses would like to see the DORA come in.
She also went on to state that DORA’s bring in more people during events and that it is an opportunity.
Robin Howard then spoke and stated that they first came to the village about ten years ago.
When they arrived, he thought the village lacked a center of life and was thrilled with the DORA and the idea that it could bring that back to the community.
He also stated that he applauds everyone involved in the project and that it will be a real opportunity for Swanton.
Bill O’Connell then spoke, stating that it will help the local businesses and bring more people into town.
He also stated that it will bring more money into town and help to raise the tax base.
Eric Butler spoke last and stated that he was outraged with the thoughts and distractions from the previous meeting.
He stated that he thinks the village needs a new opportunity, and that the idea of the boogeyman showing up because people can bring alcohol outside is ridiculous.
Moving to committee reports, the public service committee meeting was discussed first.
A motion was made to move forward with a proposal by Foertmeyer, with clarifications being needed regarding details and cost.
The stop light from Church and Main has been removed. The lights will be put up for sale on Gov Deals.
An issue with a resident’s water bill was then discussed before moving on to the public safety committee meeting report.
A conversation took place regarding the fire contract and what was discussed in the last meeting.
It was stated that Mr. Vasko looked into options and that the committee decided to stay on the current course and to not make any changes.
The following ordinances and resolutions were then passed by council.
The second reading for an ordinance creating a Designated Outdoor Refreshment Area in downtown Swanton, Ohio.
A second reading for an ordinance amending Section 36.01 Penalty for Returned Checks of the Codified Ordinances of Swanton, Ohio.
A resolution accepting the amounts and rates as determined by the budget commission, authorizing the necessary tax levies and certifying them to the county auditor and declaring an emergency.
An ordinance approving the village administrator to enter into an agreement with the Fulton County Commissioners regarding indigent defense services in county court and declaring an emergency.
An ordinance declaring the intention of the village to participate in the Bridge Inspection Program Services being implemented by the Ohio Department of Transportation and declaring an emergency.
The mayor then proceeded to administer the oath of office to Swanton Fire Lieutenant Alva Conger.
Following the swearing in, a proclamation was read for the 60th anniversary of the Swanton Rotary.
Lastly in new business, council moved to create line item 1000-820-1018 Veterans Day Banners and 1000-820-1019 Snowflake Shuffle. The mayors report then followed.
The mayor stated that he had attended the open house at the fire hall and also discussed the winner of the pumpkin carving contest at the station.
He also stated that he has responded to several resident and business inquiries before then speaking about the economic development commission.
Lastly, the mayor stated that he will be attending the Halloween Hoopla and that a letter was received from the Forestry Service stating that Swanton is again a Tree City.
The administrators report then followed. Shulters stated that she had also attended the open house and the Swancreek Township meeting.
A new honor our veterans banner program has been started and new municipal office signs are being looked into with a second quote being obtained.
The previous Tree Commission was cancelled due to there being no pressing issues.
An update regarding the Memorial Park work was given before council moved to adjourn at 7:49 p.m.
