The Edgerton Village Council met on May 1st, 2024 at 5:15 p.m. in a joint meeting with the St. Joseph Township Trustees followed by their regular village council meeting.
Present were five of the councilors Pam Wampler, Leslie VanAusdale, Jason Gruver, Chuck Wallace, and Sharon Blinzler as well as Mayor Robert Day, Village Administrator Dawn Fitzcharles, Fiscal Officer Denise Knecht, Administrative Assistant Amanda Knecht and St. Joseph Township Trustees Roger Muehlfeld, Richard Moffett, and Cade LaLonde.
The meeting began with the pledge of allegiance and a prayer from Mayor Day, followed by roll call. A motion was then made to approve minutes from the May 2nd, 2023 Joint Cemetery Meeting.
Reappointment for village representative was then discussed with a unanimous vote for Chuck Wallace to continue in the position for another term lasting three years.
A tax levy renewal resolution was then discussed. Village of Edgerton Joint Resolution NO. 2024-009 was read and motioned on. It is a joint resolution requesting that the county auditor certify the total current tax valuation and the dollar amount to be generated by a cemetery levy under ORD 5705.03(B)(1) and providing for an immediate effective date. Motion was made to move onto next steps with the renewal.
A financial update was then given followed by motion to adjourn the meeting at 5:24 p.m. The board then entered into executive session.
Following the executive session, the regular village council session was called to order at 5:39 p.m. Roll call was taken with the same in attendance minus the St. Joseph Township Trustees. Followed by the approval of the April 17, 2024 minutes.
Mayor Day discussed the two tree plantings that took place last week. One on Tuesday, April 23rd in partnership with Sarah’s Friends to recognize ‘Crime Victim Rights Week’.
That tree was planted to honor Beth Ann Garber who was killed at the Edgerton Main Stop on February 15th, 1998. Mayor Day reported that although the weather was poor family and friends showed up as well as the community as a whole in support and honor of Beth Ann.
The second tree was planted off of Bement Street by the St. Mary’s School outdoor basketball court. It was planted on Arbor Day (Friday, April 26th) during a program held on location with children from Edgerton School as well as St. Mary’s in attendance.
The tree was planted in honor of Steven “Stevie” Kimpel, who recently passed. Stevie was a lifelong Edgerton resident who grew up only two blocks from where the tree was planted.
Mayor Day spoke of how Stevie would always play basketball on that court so for the community to be able to plant a tree there in his honor was something special.
A motion was then made to approve the Lexipol Policy Update regarding drug fines internal control. The unanimous motion approval creating a policy stating how the funds are used and distributed.
Next, a motion was then made and approved to revenue receipt from the Ohio Department of Development and issue payment for invoice to August Mack for the Edgerton Metals Brownfield property. A motion was then made to pay the bills with unanimous approval.
Then, the Village of Edgerton Resolution NO. 2024-007 was discussed. It is a resolution providing for the establishment of a new fund titled “CDBG (Community Development Block Grant)” consistent with the requirements of ORD 5705.09 (F). The resolution was motioned and approved.
Next, Village of Edgerton Resolution NO. 2024-008 was discussed. It is a resolution designating the State Bank and Trust Company as a public depository.
This is in light of interest rates and being able to invest and get the best value for village funds. Approval was motioned and made.
The board then moved to discussion of the Village of Edgerton Ordinance NO. 1138. An ordinance providing for a supplement to the 2024 annual appropriations.
The supplement accounted for the police body cameras which they will be receiving a grant for in the amount of $18,081. Another grant also issued to the Edgerton Police Department by the Edgerton Area Foundation in the amount of $1,000.
Appropriations to facilitate a $10,000 micro loan from the Revolving Loan Fund (RLF) per Resolution NO 2024-006 which the board approved on April 17, 2024.
It also includes, appropriations for the CDBG for the Oak Street Rehabilitation Project in the amount of $154,000. And lastly, appropriations for the Water Debt Service Fund to comply with the annual debt payments as the village was $50.00 short of their original estimated payment. Motion was made with unanimous approval.
Lastly, the Village of Edgerton Ordinance NO. 1139 was discussed. It is an ordinance accepting the bid of “M & M Asphalt” for the Oak Street Resurfacing Project, authorizing the village administrator to take all action necessary to complete the project and providing for an immediate effective date.
The village received two bids on April 11th. One from M & M Asphalt in the amount of $170,402.67, the other from Warren Construction in the amount of $270,637.00. The board motioned and approved the bid from M & M Construction.
Council then motioned to adjourn the meeting which closed at 5:59 p.m. The next village council meeting will be held Wednesday, May 15th at 5:30 p.m.
