FULTON COUNTY COMMISSIONERS: Commissioners Approve Contracts, Budget Adjustments, & Hiring Ads

The Fulton County Commissioners gathered on May 29, 2025, for a brief but productive session at the Commissioners Session Room in Wauseon.

Commissioners Jeff Rupp, Joe Short, and Jon Rupp were all present for the morning meeting, which featured resolutions ranging from contract payments to appropriation increases and a schedule change for the fall.


Following the Pledge of Allegiance and an opening prayer, the board approved the minutes from the May 27 meeting and accepted the day’s agenda. From there, commissioners passed a series of resolutions focused on departmental funding and infrastructure improvements.

Commissioners approved two appropriation increases:

•$200 for professional services within the Information Services budget.


•$5,201.90 for equipment under the Congressional DOJ Grant for the Sheriff’s Office.

The requests came from Fiscal Operations Director Annie Hernandez and the Sheriff’s Office, which identified specific vendors, including MNJ Technologies Direct and P&R Communications.

A major focus of the meeting was on infrastructure maintenance. The board approved a $126,870.33 payment to K&B Asphalt Sealcoating, Inc. for work completed under the 2025 Crack Seal Program (Contract 2025-26).

Engineer Frank Onweller confirmed the project is over 84% complete, and Prevailing Wage Coordinator Stephanie Mossing certified payroll compliance for the April and May work period.


In a separate resolution, the commissioners authorized a $2,330 payment to Wessler Engineering for services tied to the Pleasant View Wastewater Treatment Plant project.

This covered work from early April through the end of the month, with documentation showing time billed by senior project managers, engineers, and environmental specialists.

With staffing needs in mind, the board approved advertising for a new maintenance worker position after receiving a request from the department supervisor. Commissioners also voted to cancel their regular session scheduled for September 4, 2025, allowing them to participate in Fulton County Fair events that day.

The final resolution of the day approved a list of purchase orders and travel requests submitted through the Auditor’s Office. The May 29 meeting adjourned shortly after 9:05 a.m.
