FULTON COUNTY COMMISSIONERS: Commissioners Finalize HAVA Grant Closeout, Approve Personnel & Infrastructure Actions

The Fulton County Board of Commissioners convened for a regular session on Thursday, June 12, 2025, at their office on South Fulton Street, approving a series of resolutions involving county finances, personnel changes, and infrastructure work.

The meeting opened with the standard roll call, Pledge of Allegiance, and prayer before the commissioners adopted the agenda and the minutes from the June 10th session.


A key resolution passed Thursday involved the appropriation and transfer of funds related to the Help America Vote Act (HAVA) grant for the Board of Elections.

Commissioners approved an increase in appropriations by $14,540.82 and authorized a transfer of $709.56 from the General Fund to account for untracked interest income from the 2022 grant.

The adjustment was made following communication from both local and state officials to finalize the grant closeout, which had been pending since 2022.


Grant Coordinator Amanda Uhrig from the Ohio Secretary of State’s Office worked with Board of Elections Director April Fryman and County Fiscal Officer Annie Hernandez over several months to determine the correct balance to be returned to the state. The finalized amount included the return of both 2022 and 2023 grant funds, along with the accrued interest.

Commissioners approved the hiring of Jasmine Hoskins as a Social Services Worker 1 in the Children Services ongoing unit at Fulton County Job and Family Services (JFS), effective the pay period ending June 28, 2025.

The appointment remains contingent on standard pre-employment screenings and a one-year probationary period.

Separately, the board accepted the resignation of Alexis Hoffman, a Public Assistance Specialist-CSR at JFS, effective July 1.


In her resignation letter, Hoffman cited a hostile training environment and office conflict as reasons for her departure. The board also approved advertising for a replacement to fill the vacancy.

The board gave its approval to a slate of purchase orders and travel requests submitted by county departments.

Commissioners also signed off on the final pay request and change order for the Bridge 20F.1 and Bridge A4-1.3 rehabilitation project.

The project, completed by Vernon Nagel Inc., wrapped up under budget. A final change order decreased the total contract amount by $4,466.80, bringing the final cost to $516,901.40.

The rehabilitation work spanned across German and Swancreek townships and included bridge decking, guardrails, and surface improvements. Fulton County Engineer Frank Onweller verified the project’s completion and compliance.

The June 12 session concluded shortly after it began, with all actions passed unanimously by Commissioners Jeff Rupp and Jon Rupp.
