HOLIDAY CITY PLANNING COMMISSION: Zoning Rules Revamped To Support Future Growth

The Holiday City Planning Commission met on July 31, 2025, to address ongoing zoning updates for the village.

Mayor Pam Clark, Shawn Clark, and Administrator Blair Campbell were in attendance. The meeting focused on revising the city’s zoning map and updating the zoning book, which was found to have outdated and conflicting information.

The commission learned that an original zoning attempt in the late 1980s was no longer in line with current zoning requirements.

The previous manual categorized many business types under a permissive category, allowing for virtually any structure to be built with an applied permit.

The commission plans to change this, proposing two categories: permissive and conditional. Conditional uses would require approval and discussion from the Zoning Board.

The original zoning book had only four zoning types listed, and the Commission aims to create a more comprehensive and updated zoning plan that allows for future growth.


After receiving information from Todd Burkholder, the township zoning inspector, the committee decided to create a new zoning plan. The new plan will add more agriculture zones and allow residents to apply for different zoning types as necessary.

The next steps for Holiday City include correctly zoning existing properties, reviewing the list of businesses and buildings from the previous manual, and determining the proper categories necessary.

“We’re getting a better feel for zoning,” commented Mayor Clark, “but we also need to get a better feel for the booklet.”
