FAYETTE VILLAGE COUNCIL: Council Authorizes Purchase Of Real Property

Fayette Village Council met for its regular session on Wednesday, November 19, 2025. The meeting opened with a prayer and the Pledge of Allegiance, followed by approval of minutes from the October 15 meeting.


A motion was made and seconded, and the council voted in favor. Minutes from the committee of the whole meeting on November 12 were also approved by motion and second.

The introduction of visitors brought no comments, and there were no communications for the council. The mayor’s report followed next and included an overview of upcoming community events.

These included coffee and conversation with the Fayette Agent on November 20, along with Hooked on a Book at the library that evening.

Recycling will take place on November 23 from 1 to 4:00 p.m. with a Bull Thistle Committee meeting at 7:00 p.m. A ministerial meeting is scheduled for November 24. The Fayette Opera House will host Tim Ollers on November 29.


Early December events include an athletic booster meeting on December 3, family bingo at the library on December 5, Tech Day on December 6, the Clark Family Christmas on December 7, and a FAST meeting on December 8. Additional library programs are set for December 9, 11, and 12.

The Winter Market will take place on December 13 from 4:00 p.m. to 7:00 p.m., and Silver Seniors meets on December 17 at 10:15 a.m. The mayor also noted several national observances for the day.

The administrator’s report followed, with an update on budget work and progress on the cybersecurity program, which is expected to be mostly completed by the end of the year.

It was also reported that the village has received $41,013 from ODNR for playground equipment, representing 90 percent of the funding available until project completion. The council voted to approve the report.


Council then heard the fiscal officer’s report, which included the 3rd and final reading of the gallery warning and an update on the emergency capital ordinance concerning computer property.

Budget preparation continues, with drafts nearly ready and the general fund expected to be finalized soon. A modification ordinance will be presented at the next finance meeting before coming to the council for approval. Council voted to accept the report.

A motion was made to pay bills in the amount of $196,858.37, which included grant funding. The motion carried by vote.

Council moved to ordinances and resolutions. Repealing Ordinance 2024-14 and all amendments relating to wages, salaries, and medical benefits for 2026 received its 3rd reading. The ordinance was approved following a roll call vote.

Council then considered Ordinance 2025-24, authorizing the purchase of real property and authorizing the administrator to execute necessary documents. A motion to suspend the rules was approved by roll call, after which the ordinance itself was approved by roll call vote.

Legislative actions continued with approval of the village’s EMA designation for 2026. Council approved the designation by roll call vote. Council also approved the EMA agreement for 2026 by motion and roll call.

A request for a use of premises permit for Winter Fest on December 13 from 4:00 p.m. to 7:00 p.m. was brought forward and approved. A change order for phase one of a village project was also approved by motion and vote.

Council next approved the final estimate payment to Bryan Excavating in the amount of $68,253.20.

Council moved to executive session at 6:12 p.m. for the purpose of considering personnel matters as permitted under Ohio law. With nothing further, the meeting adjourned at 7:06 p.m.
