High School Government Class Visits Montpelier Council

The Montpelier Village Council was host to Mrs. Smith’s Government class of Montpelier High School Seniors on Monday evening, March 11, 2013, during its regular meeting. The youth were on hand to see how local government conducts business, and were treated to an unusually short meeting.

Reverend Bruce Tumblin of Saint Paul’s United Methodist Church opened the meeting with a prayer, and the Pledge of Allegiance followed. The agenda was approved with one  change, in that the February 2013 financial report would not be heard. Minutes for the February 25 meeting were approved. When asked if they had any comments, audience members had none.

Council approved Resolution 1038-2013, a resolution to make appropriations for current expenses and other expenditures of the Village of Montpelier.  Changes in appropriations were detailed in a hand-out to council members and administrators.

Council then heard and approved the third and final reading of Ordinance 2151-2013, an ordinance amending Section 1157.10, permitted uses in the C-3 District. This ordinance addresses the use of buildings in the village’s designated business district and states that “no dwelling unit shall be located on the first floor.”  The ordinance was passed.


Next in the order of business was the third and final reading of Ordinance 2152-2013, and ordinance amending Section 1157.12, development standards. Addressing stairwells, “any building in the C-3 Central Business District that has an enclosed stairwell that is a direct entrance from the ground level to any use on the upper level (such as an apartment) is required to have a door at the ground level entrance to the stairwell. The door must be equipped with a locking mechanism. The ground level entrance to the stairwell must have at least one window, sidelight, or door with at least 400 square inches of glass or other transparent material that provides a clear, unobstructed view into the stairwell.” Also, “buildings and uses in the C-3 Central Business District shall be subject to all applicable standards and requirements set forth in this Zoning Ordinance.” The Ordinance was voted upon and passed.

Becky Semer read the income tax report. As of February 2013, $348,798 had been collected. This compares to $334,265 in February 2012 and $323,606 in February 2011.

Asked if they had any questions, one student asked about a railroad project in the works. Attending council members had no information, but stated that Mayor Steve Yagelski, who was unable to attend this meeting, is on a board working on a project, and that the students were welcome to attend the next meeting with questions for the Mayor.


With no further business, and no executive session, the meeting was adjourned.
