Montpelier Village Holds Council Meeting On May 13

Council was busy Monday, May 13, during their regular meeting, passing several resolutions and ordinances. After calling the meeting to order, administrators gave the Pledge of Allegiance, approved the agenda for the meeting, approved minutes for their April 22 meeting, and approved the financial reports. Their first order of business was to award the 2013 Street Reconstruction and Resurfacing Project for Charlie’ Way and East Washinton Street to Lingvai Construction, LLC on the recommendation of Supervisor of Administrative Services for the Village of Montpelier Kurt Roan. Lingvai Construction had the lowest bid at $111,422.05.

Council passed the following resolutions and ordinances:

  • Resolution 1046, a resolution authorizing the Village Manager to enter into a contract for Property and Liability insurance.
  • Resolution 1047, a resolution amending and restating the existing pick-up policy regarding eligible employees of the Montpelier Police Department
  • Resolution 1048, a resolution amending and restating the existing pick-up policy regarding eligible employees of the Montpelier Fire Department. Both resolutions address changes made to Public Employees Retirement System (PERS) in withholding, and were passed to remain in accordance with the changes.
  • Ordinance 2153, an ordinance providing for the issuance and sale of $100,000 notes, in anticipation of the issuance of bonds for the purpose of acquiring a garbage truck for use by the village sanitation department. This is simply a yearly renewal as a truck was purchased last year as the loan rolls over to the next year. It is estimated to be paid off in two years.
  • Ordinance 2154, an ordinance providing for the issuance and sale of $350,000 in notes, in anticipation of the issuance of bonds for the purpose of paying costs of improving the village’s Wastewater Treatment Facility by purchasing wastewater treatment plant screens. These screens are mandated by the Ohio EPA.

In other village news, a new playground has opened up at the site of the former elementary school on South Platt Street. The village has received a second donation from the Montpelier Eagles in the amount of $13,000 to fund Phase Two of the playground project.

The annual large garbage pick-up has been completed and resulted in less tonnage of garbage this year. The sanitary sewer project on Fairview is near completion, and seeding should have been done by press time. There is a one-year guarantee on work done. ODOT crews are still working on Brown Road and State Route 576, but the sidewalks have been laid down. Estimated completion should be in about two weeks.


Income tax collection for the end of April 2013 was $363,456.48 as compared to $368,077.72 in April 2012, and $231,834.15 in April 2011.

There was no action taken after an executive session to consult with legal counsel regarding possible litigation, so council adjourned the meeting.

The next meeting is scheduled for Tuesday, 28th May 2013 at 7:30 p.m. It will not be held as usual on Monday due to the Memorial Day holiday.
