DELTA VILLAGE COUNCIL: Council Member Michael Tanner Submits Resignation

The Delta Village Council held their meeting on Monday, October 3rd. The meeting began at 5:30 p.m. with the Pledge of Allegiance and a prayer.

Council first moved to approve the minutes from the September 19th meeting.

Following the approval of minutes, the mayor read a letter aloud from council member Michael Tanner.

The letter stated the intention of Mr. Tanner to resign from the village council due to the purchase of a new home that takes him out of the village limits.

This resignation is to be effective October 3rd, 2022. Council then moved to approve Tanner’s resignation.

Following the approval of his resignation, Tanner left his seat on council to take a seat in the gallery. Council next moved to appoint council member Arthur Thomas to the position of Vice-Mayor.

With no public wishing to address council and no correspondence to be heard, the meeting moved to the village administrator’s report portion.

Administrator Brad Peebles stated that, as indicated in his written report, one bid was received for the Fulton County Water Line Connection project.

This bid was from Vernon Nagel at an amount of $1,387,000.00. The original engineer’s estimation of a bid cost was $1,065,000.00.

With the bid received being 10% more than the allowable estimated cost, the recommendation given by Peebles to council was to reject the bid and submit it back out for re-bid.

Council moved to follow the recommendation for the water line project before then hearing a request from the finance director to approve invoices.

Following the approval of the invoices, council moved to approve the following legislative actions.

The Second Reading of Ordinance 22-15 to accept the petitioned property for annexation filed with the Village of Delta and establishing zoning classification for the same.

The Second Reading of Resolution 22-11 authorizing the mayor and village administrator to sign the roadway dedication plat establishing Fox Drive with quiring real estate 1 and Fulton County Properties, LLC.

The Second Reading of Resolution 22-12 authorizing the village administrator to execute and file a drainage improvement petition with the Fulton County Commissioners addressing surface water flooding at and around the intersection of Taylor Street and Eastwood Drive.

The First Reading of Ordinance 22-15 accepting petitioned property for annexation filed with the Village of Delta and establishing zoning classification for the same.

The First Reading of Resolution 22-13 authorizing the village administrator to execute a property lease for the Delta Community Fire Department with York Township.

The First Reading of Resolution 22-14 with emergency provisions, agreeing to an alternate plan of apportionment of local government funds for the Village of Delta and declaring an emergency.

The First Reading of Resolution 22-15 with emergency provisions, accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor and declaring an emergency.

With no further items to attend to, council moved to enter into executive session at 5:47 p.m.

Following their return from executive session, council moved to adjourn for the evening.
