Four County ADAMhs Board Tours New Upton Heights Apartments

Members of the Four County ADAMhs Board toured the new Upton Heights Apartments as part of their January board meeting on Thursday (Jan. 14). The first residents of the 10-unit facility for residents who are in treatment for mental health and addiction disorders are expected to move in next week.

The nearly $1.4 million development was primarily funded by the Ohio Housing Finance Agency and the Ohio Department of Mental Health and Addiction Services. However, the Four County ADAMhs Board is also a collaboration partner and is providing funds for on-site clinical services that will be provided by A Renewed Mind, a Toledo-based behavioral health agency.

New Home Development Company is the manager of the property, which is located at 1725 Upton Avenue across from the Kroger store on the east side of Defiance. New Home Development Company owns and manages numerous properties across the four county area that are used to provide independent living for individuals with mental illness.

Caren Bauer, the executive director of New Home, said that it’s anticipated that there will be a waiting list for persons interested in living at Upton Heights, which is considered permanent supportive housing.

Each of the apartments is 650 square feet and includes a bedroom, living area, bathroom, kitchen and closets. The facility also includes a community kitchen and dining area that can be used for meetings as well as a great room at the building entrance. There is also office space for counseling sessions and an office for the on-site monitors who provide around the clock supervision of the apartments.

During the board’s business session, the annual notice of possible contract changes and/or non-renewals of all of the board’s provider agencies was approved. A $2,000 allocation for Healthy Choices Healthy Communities of Fulton County was also approved. The organization works to reduce alcohol and drug use among youth in Fulton County.

ADAMhs Board CEO Les McCaslin reported that the Ohio Department of Mental Health and Addiction Services has approved an allocation of $400,000 for the construction of a 10 bed adult crisis stabilization unit at Comprehensive Crisis Care on Independence Drive in Napoleon.

He also noted that the board is 346 patient days under budget at the state psychiatric hospital in Toledo.

    I’ve a lady, Elizabeth Somsak, that is needing to go back into the Upton house… she’s been violent and abusive to a young man she’s living with.. he’s tried to get her to leave, she refuses… he can’t file all the paperwork bc she’s been there 30 days and gets her mail there.. please please if there’s a way to permanently have her removed I’d appreciate any advice… that will get her outta his home.. she’s NOT on the lease.
