Fulton County Commissioners: Final Hearing Held For Ditch Project 2148-Barclay

The Fulton County Commissioners held their meeting on Tuesday, September 26th. The meeting began at 9:00 a.m. with Pledge of Allegiance and a prayer. Commissioners first moved to approve the previous meeting’s minutes from September 21st, along with the current meeting’s agenda. Approval of the bills followed next before Commissioners moved to approve the following items.

– Resolution 2023-722 Increase & Transfer Appropriations for Various Department.

– Resolution 2023-723 Waive Hearing Before Budget Commission Regarding

Apportionment of Undivided Local Government Funds and Approve Fulton County

Budget Commission Alternate Plan of Apportionment.

– Resolution 2023-724 Approve Pay Request #10 and Pay Request #11-Final to Rupp

Rosebrock for Hog Barn Project.

– Resolution 2023-725 Approve Purchase Orders and Travel Requests.

Commissioners then moved to recess the meeting at 9:04 a.m. before moving to re-open the meeting at 9:15 a.m. Upon their return, a final hearing was held for Ditch Improvement Project 2148-Barclay. It was stated that the drainage improvement calls for the replacement of or repair of an existing clay tile outlet that was installed in 1919.

“The project objectives are restoring the integrity of the existing Ditch 1199 tile outlet, providing permanent maintained storm drain, and establish a systematic maintenance and operation plan. The problems observed include flooding associated with heavy rainfall event, corrugated plastic tile is 2 inches smaller and more resistant to flow. The proposed work is to install a new 18-inch smooth wall outlet pipe, install 350 feet of 15-inch smooth wall HDPE pipe between the upper end of the existing 16-inch clay tile and the west edge of the woods, install a new basin on the property line between Neuenschwander and Elton, install a second solid smooth wall 12-inch tile through Elton woods, install new catch basin on existing 12-inch plastic tile, install a second smooth wall 12-inch tile across Roger and Dawn Lane farm, install a 12-inch solid smooth wall pipe with sealed joints to replace the existing 12-inch clay tile, install the catch basins, drive pipes and appurtenances necessary to complete project. The construction estimate of the project is $109,146.73.”

Following testimony given by some of the parties present, Commissioners moved to deliberate the issue. Commissioner Jeff Rupp expressed his thought that, when the group had met previously for this issue, the project was larger than it is now. Commissioners were asked at that time to go back and figure out a way to make the project more affordable and it was Commissioner Rupp’s view that this had been accomplished, along with the fact that it is in the public interest. Commissioners then moved to approve Resolution 2023-726 to Affirm Former Order, Confirm Assessments, and Order Letting of the Contracts. The project will be placed on a five-year term and the bid opening will be held on October 24th, 2023, at 9:00 a.m. With no other items to address, the meeting was adjourned at 9:49 a.m.
