Fulton County Commissioners Get CEBCO Update

Fulton County Commissioners met for their Tuesday, May 25 and Thursday, May 27, 2021 meetings, approving a number of regular items as well as Resolutions.

On Tuesday, they also had a Second hearing for CDBG FY21 Programing and on Thursday, an update from Melissa Bodey for County Employee Benefits Consortium of Ohio (CEBCO).

Bodey presented the Fulton County First Quarter Reporting Review for 2021, informing the Commissioners that the FC average employee count is 243 which is a slight increase; Medical claims expense per employee per month s $534.37 (a 27.8% decrease from a year ago); and Medical claims per member per month is $252.75 (a 24.8% decrease from a year ago).

Bodey proceeded to give more details for the county, filling them in on how the county compares to the others in the forty counties who use CEBCO. One interesting statistic was that the Fulton County Workforce is 58.5 percent Female and 41.5% Male.

She mentioned that Fulton County Commissioners provide Behavioral Health Care coverage for their CEBCO members, saying not all counties do that.

Each member has five free behavioral health visits available to them and to everyone in their home.

The visits have to be scheduled and a choice made as to whether they need a therapist, psychologist or psychiatrist. Also, doctor visits online are available and are being used by FC members.

Items approved on Tuesday, May 25, included:

-Minutes from May 20, 2021, agenda as presented and payment of bills

-Increase and Transfer of appropriations for various departments

-A Review of the April 2021 Investment report

-Resolution 378 Contract 2021-61 with Soma Global for E911 Services on behalf of FC Sheriff

-Resolution 379 Authorize Board President to execute agreement 2021-62 with the State of Ohio for PY20 Target of Opportunity Program

-Resolution 380 CDBG FY21 Spot Slum/Blight Certifications

-Resolution 381 Authorize Board President to sign PY21 CDBG Environmental Certification for General Administration, Fair Housing and Planning

-Resolution 382 Approve and Execute Anti-Displacement and Relocation Assistance Plan

-Resolution 383 Contract 2021-63 with Ward Construction for Seal Coat Program on behalf of FC Engineer

-Resolution 384 Accept Resignation of JFS Employee and Authorize the Advertisement of Employment Opportunity

Items approved on Thursday, May 27, 2021 included:

-Minutes of May 25, 2021, agenda as amended (added Resolution #392), and Purchase orders and travel requests

-Increase and transfer appropriations for various departments

-Resolution 389 Enter into Occupancy Lease Agreement 2021-64 with Indiana and Ohio Railway Company

-Resolution 390 Work Change Directive #1 for Fulton/Lucas Water Storage Tank Rehabilitation Project

-Resolution 392 Appoint Lincoln Frey as new Sanitary Engineer

-Review of Certification of Result of Election as issued by Board of Elections – EMS; Correspondence from Ohio Development Services Pertaining to Nova Tube and Steel Closing Binder; and Weekly Dog Warden Reports for May 15 and 22, 2021
