The Thursday morning, August 5, 2021 and Tuesday morning, August 10, 2021 meetings of the Fulton County Commissioners were relatively short as the Commissioners mostly approved resolutions. Those approved on August 5 included:
-Minutes of August 3, 2021 and agenda as presented
-Review of Airport Grant Closeout Letter from FAA; Dog Warden Reports for 7/24 and 7/31; Request for Grounds usage from Black Swamp Search and Rescue (with the note to find out if they plan to use the interior of the facility of just the outside)
-Resolution 562 Transfer funds for 2nd Quarter 2021 General Funds Reimbursements – Fuel, Supplies, Copies, and Utilities
-Resolution 563 Approve oversight of contract 2021-80 with Keeping Kids Safe on behalf of JFS
-Resolution 564 Approve Draw #1 for CDBG Grant B-D-20-1AX-4: General Administration
-Resolution 565 Approve Draw #14 for CDBG Grant B-F-19-1AX-1: General Administration and Street Improvements
-Resolution 566 Set 2021 County Public Auction Date for September 18, beginning at 9 a.m.
-Resolution 567 Approve Personnel on behalf of Senior Center
-Resolution 568 Approve Personnel on behalf of JFS
-Purchase orders and travel requests
-Resolution 570 Authorize Board President to sign OneOhio Subdivision Participation Form (in National Distributor of opioids Settlement)
-Resolution 571 Accept the Material Terms of the OneOhio Subdivision Settlement Pursuant to the OneOhio MOU and National Opioid Agreement
They also heard an update from Amy Hoffman of Palmer Energy concerning the Electric Contracts for the county facilities. The contract ends in May 2022 and Fulton County is due along with twenty four other counties to determine what company they will use.
Hoffman said she will present a recommendation in September for a fixed rate offer. In answer to a question from Commissioner Jon Rupp, Hoffman said that the solar program has no effect on the rate.
During the Tuesday morning, August 10 meeting, following the opening of Bids for the Department of Developmental Disabilities office renovation, they approved:
-Minutes for August 5 and agenda as presented, as well as payment of bills
-Review of Correspondence form FC Probate and Juvenile Court Judge; FC Budget Commission FY 2022 Certificate; Amended Certificate of Estimated Resources; Certificate of non-compliance; and treasurer to auditor balancing report
-Increase and transfer of appropriations for various departments
-Resolution 576 Pay Request #2 final to Contract 2021-36 with Miller Bros. Const. For Bridge 10S.3 replacement
-Resolution 577 Enter into contract 2021-81 with Griffin Pavement Striping, LLC for 2021 FC Pavement Marking Program on behalf of Engineer
-Resolution 578 Oversight of Contract 2021-82 with BPS Technologies on behalf of JFS
-Resolution 579 Enter into Contract 2021-83 with DGL Consulting Engineers, LLC for County/Township Road 10 Rebuild Inspection
-Resolution 580 Certify Application for Zoning Amendment #2021-1 (David and Pam Mills are the applicants that would like to have the vacant farmland zoned to Commercial for a Barn Wedding Venue and Community Event Center.)
-Purchase orders and travel requests
The bids for the office renovation at the Board of DD building were: The Baker-Schindler Co. – $87,250; Miller Diversified Cons – $106,229.81; The Dotson Company – $71,682; Van Tassel Const. Corp. -$62,700; Mel Lanzer Co. – $78,740; and Midwest Contracting – $78,600.
Before adjourning for the week, the commissioners participated in a short Telephonic Joint Ditch Board meeting.
