Fulton County Commissioners Hear Sanitary Engineer Reports

On Thursday morning, January 28, 2021, Fulton County Commissioners heard a report from Sanitary Engineer Ziad Musallam explaining that the 2020 cost analysis resulted in the recommendation to leave the rates the same for this year as they were in 2020.

Commissioner Joe Short asked about the condition of certain portions of the lines that are approaching 75 years old, with the longevity of those lines being 75-100 years.

He suggested that it might be prudent to consider a rate change for that expense, but Musallam stated that there is roughly $218,000 in the fund for that purpose currently. The recommendation to accept Resolution 2021-063, Board Rate Recommendations, was passed unanimously.

In other business that day, the Commissioners voted to approve:

•Minutes of January 19, 2021

•Agenda for this date with an amendment to add a resolution awarding a bid and an Executive Session Real Property acquisition

•Dog Warden Reports for 1/9 and 1/16/21; and Clerk’s Annual letter to Townships and Municipalities

•Increase and Transfer appropriations for various departments

•Purchase orders and travel requests

•Resolution 65 Award Bid for PY19 CDBG Project: Village of Fayette South Cherry Street Improvements

An Executive Session to Consider the purchase or sale of property was held from 9:18-9:36, with no action taken.

Following the Pledge of Allegiance and opening prayer, led by Commissioner Jon Rupp, the Tuesday, January 26, 2021 meeting was comprised of the passage of a number of resolutions and a Departmental Recap from Sanitary Engineer, Ziad Musallam.

Musallam reviewed the sewer systems, water systems, recycling and transfer station activities. He reported that 1,852,000 gallons of leachate were hauled and that explosive gases were lower than the required threshold.

Four water taps have been completed, 932 OUPS tickets were marked and nineteen back flow devices were tested and/or repaired.

The Commissioners approved:

•The minutes for January 21

•Agenda for present meeting with an amendment for an Executive Session to discuss the purchase or sale of property

•Payment of bills

•Increase and transfer of appropriations for various departments

•Resolution 2021-071-Authorize Disposal of unfit or unneeded property for the Engineer

•Resolution 72 Approve Contract extension #2 to Agreement 2017-418 for Lawn Care Services

•Resolution 73 Accept Mortgage for CDBG PY19 Demolition Project in Fayette

•Resolution 74 Accept Mortgage for CDBG PY19 Demolition Project in Lyons

•Resolution 75 Issue letter of support for Triangular Processing Recycling and Litter Prevention Grant Application

•Resolution 76 Approve Pay Request #3 for Agreement 2019-089 for the Ditch 2134 Royalton Township Project

•Resolution 77 Approve Change order #2-final, Pay Request #4-final, Pay request #4-final, for Agreement 2019-089 for the Ditch 2134-Royalton Township Project

•Resolution 78 Approve Contract 2021-15 with US Department of Justice on behalf of Sheriff

•Resolution 79 Approve Contract 2021-16 with the Sheriff’s office for IV-D Services on behalf of JFS

•Resolution 80 Approve Contract 2021-17 with Countryside Farms for Ditch Project 2143 -Gillen

•Resolution 81 Approve Contract 2021-18 with Sheriff’s office for IV-D Services on behalf of JFS; as well as purchase orders and travel requests.

The Commissioners then went into Executive Session to consider the purchase or sale of property, with no action taken. The morning session adjourned at 9:52 a.m.
